Canada’s immigration targets to consider healthcare and housing with the introduction of the Immigration Levels Plan 2024-2026. IRCC released this plan on November 1 this year, outlining the immigration targets for the next three years. Further, the plan enables provinces or territories to seek a specific number of permanent residents in Canada.
According to this latest plan, Canada will bring forth 485,000 new permanent residents in 2024 and 500,000 each year (2024 and 2025).
Marc Miller even confirmed that this immigration plan will only help welcome a steady number of new immigrants to Canada. Several Canadians expressed concern about the increased number of immigrants arriving in Canada.
The Environs Institute stated that Canadians weren’t demonstrating much support for newcomers. This is merely because of inadequate housing and other affordability challenges. However, in the former years, this was different.
Considering these above challenges, Miller outlined the new targets under the Immigration Levels Plan 2024-2026. Furthermore, these plans will strike a balance between the Canadian labor force requirements. It will also make sure that Canada’s present population will be getting help.
He reiterated all of the above in his recent statements and discussed that the plan will be doing the following:

Besides, 9 million Canadians are said to retire by 2030, and with the aging Canadian population, the situation will only become more unbearable.
The Census data 2021 states that over 486,000 new immigrants are occupied in the healthcare sector. Despite this huge figure of healthcare workers, there is still an underlying shortage within this industry.
Canadian immigration targets to help the Canadian labor force
First, IRCC launched the Strategic Immigration Program, the latest report on the new strategies that the department will use to improve immigration.
In addition, the chief pillar of this report is that it will help grow the Canadian labor force. This also indicates that 60 percent of new immigrants in Canada will arrive here through the economic-class pathways, including Express Entry, PNPs, or other regional programs of the economic class.
In 2024, Canada will invite 281,135 economic class newcomers, while in 2024 and 2025, the country will welcome 301,250 new immigrants.
IRCC’s new strategy has a comprehensive approach with the entire government considering help from stakeholders, departments, provincial governments, etc, for immigration. It is because it seeks to understand the right skills essential for the newcomers to adjust to the country. Additionally, it wants to know about the number of immigrants needed to bridge the labor market gap.
This method will enable IRCC to evaluate if it provides adequate assistance for new immigrants to come to Canada.
In addition, IRCC will need to improvise the way it works if it seeks to increase the number of skilled workers. It must partner with other authorities to enhance the foreign credential recognition process. As a result, several new immigrants will be able to use their skills in Canada.
The department also seeks to introduce awareness programs that offer financial support, such as loans and other costs related to the Credential Recognition Process.
Express Entry Category-based draws
This year, IRCC initially launched category-based draws under Express Entry, helping candidates with experience in specific fields. The six new categories under these newly introduced draws include the following:
- Stem occupations
- Healthcare
- Transport
- Trades
- French language proficiency
- Agriculture and Agri-Food
IRCC selects candidates who are the best fit to fill the Canadian labor market gap through these category-based invitation rounds. These candidates particularly help fill the higher vacancy rates in the healthcare and construction sectors.
Also, IRCC issued invitations to 5,600 candidates in the healthcare sector and 5,600 candidates in the trades occupations.
The deputy Immigration Minister even confirmed that there will be another round of invitations for trade occupations in December 2023.
The immigration plan also displays that in 2024, Canada will welcome 110,770 candidates under Express Entry and 117,500 in 2024 and 2025.
