Three provinces in Canada invite candidates in latest PNP draws. Ontario and British Columbia have done so through their respective Provincial Nominee Programs. PNPs first came into being in 1998 to help spread the benefits of immigration throughout parts of Canada that historically did not attract many immigrants/ newcomers.
IRCC shares responsibility for immigration with Canada’s provincial governments. Through the PNP, IRCC allocates a certain number of nominations to every participating province and territory. The provinces further select the economic immigration applicants who will integrate into Canada’s economy.
Being nominated by a province doesn’t grant the candidate permanent resident status. Nomination implies that candidates have a much stronger application when they submit their final permanent residency application to IRCC. In fact, Express Entry candidates who also obtain a provincial nomination benefit from an additional 600 CRS points, thus making it almost guaranteed they will obtain an ITA in a forthcoming Express Entry Draw.
Quebec doesn’t have a PNP because it has a separate agreement with the federal government that grants it autonomy over the selection of all its economic immigration candidates. It also sets its own level plan for the number of immigrants/ newcomers it plans to admit every year.
