On January 24, 2024, the Prince Edward Island Provincial Nominee Program held a draw through two pathways:
- The Labor Impact Category
- The PEI PNP Express Entry stream
A total of 22 ITAs were issued to applicants under these two pathways.
In order to be considered for this draw, applicants in the healthcare sector must have already been working in PEI or had job offers in PEI’s healthcare sector.
The cut-off score for this draw was not made available for public viewing.
Additionally, the PEI PNP did not publish the breakdown of Labor Impact category invitations by stream.

Eligibility Requirements For PEI PNP Express Entry
In order to be eligible for Express Entry, you must:
- Have an Express Entry profile on the Immigration, Refugees and Citizenship Canada (IRCC) website
- Be eligible for a minimum of one of the following federal economic immigration programs:
- Canadian Experience Class (CEC)
- Federal Skilled Worker Program (FSWP)
- Federal Skilled Trades Program (FSTP)
In addition to these eligibility requirements, Post-Graduation Work Permit (PGWP) or Spousal Open Work Permit (SOWP) holders must:
- Have a minimum of four months validity on their work permits at the time they submit an Expression of Interest (EOI)
- Have an education credential outside of PEI or be the spouse or common-law partner of a sponsor
- Have a minimum of nine months of work experience from a PEI employer
Base v/s Enhanced PNPs
If you are interested in applying for permanent residency in Canada via a PNP, there are two provincial nomination pathways available to you:
- Base PNPs: You can submit an applicant profile for consideration directly to a province or territory, and if you meet the eligibility requirements for an immigration program and obtain an invitation, you can apply to obtain a provincial nomination. These are not Express Entry-aligned.
- Enhanced PNPs: You have a profile in the Express Entry pool, and if nominated, you can obtain an additional 600 points towards your Comprehensive Ranking System (CRS) score, almost guaranteeing an ITA in the next Express Entry draw.
Eligibility Requirements For Labor Impact
The labor Impact is an economic immigration category under the PEI PNP that contains three streams:
- Skilled Worker Stream
- Critical Worker Stream
- International Graduate Stream
At minimum, to be eligible for the Labor Impact category, applicants should:
- Be eligible for one of the three streams under the Labour Impact Category
- Be between 21 to 59 years of age
- Intent to reside in PEI
- Meet at least a Canadian Language Benchmark (CLB) of 4 for language requirements
- Have a full-time, permanent job offer or an employment offer for at least two years from a PEI employer in an eligible position
- Meet the provincial settlement fund requirements
Each stream also has its own specific eligibility requirements.

Prince Edward Island holds the first PNP draw in 2025. According to the 2025-2027 Immigration Levels Plan, Canada’s Provincial Nominee Programs have seen their admissions allocations halved for 2025. This will have a downstream effect on the number of invitations that PNPs can issue throughout the year.
The 2024 allocation for permanent residency admissions through the PNP was 110,000, whereas the target for 2025 is 55,000.
The total allocated admissions decided on by the federal government in the 2025-2027 Immigration Levels Plan must be distributed between each respective PNP.
