Home Care Worker PR Pathways Will Stay Closed In 2026

Home Care Worker PR pathways will stay closed in 2026, i.e., foreign workers who were planning to apply for permanent residence through Canada’s home care worker pilot programs will not be able to do so in 2026.

According to new Ministerial Instructions published in the Canada Gazette, Immigration, Refugees and Citizenship Canada (IRCC) will not accept any new applications under these pilots from March 31, 2026 to March 30, 2030.

Before this update, the home care worker pilots were expected to reopen in the spring of 2026. However, the new instructions confirm that no new intake will happen during this period.

The Home Care Worker Immigration Pilot: Child Care and the Home Care Worker Immigration Pilot: Home Support first opened on March 31, 2025. The government planned both programs to accept applications until March 30, 2026.

Both pilots reached their application limits within just a few hours on the first day they opened, showing very high demand.

These pilot programs offer a pathway to permanent residence for foreign workers who have valid job offers in home care or child care roles in Canada.

To qualify, workers must have at least a high school education, meet minimum language requirements, and show the required work experience or training for the role.

Moreover, the federal government sets yearly application caps for each pilot to control how many permanent residence visas it issues, and accepts applications on a first-come, first-served basis from eligible candidates.

Pilot programs can run for up to five years. If they are successful, they may later become permanent immigration programs.
