IRCC plans a new PGWP portal update for language tests, i.e., Canada’s immigration department is planning to add a separate section for language test results on the post-graduation work permit (PGWP) application portal. The change comes after many international graduates faced confusion while applying for their work permits online.
According to a report, Immigration, Refugees and Citizenship Canada (IRCC) confirmed that the update is being developed as part of larger improvements to its online systems. Officials also admitted that the current application portal has confused many students.
The issue began after IRCC introduced new language test rules for PGWP applicants in 2024. While language scores became mandatory, the online portal was never updated to include a dedicated upload section for those results because of what the department described as ‘system limitations.’
As a result, many students believed language test reports were not required and submitted incomplete applications. This led to hundreds of refusals because the required documents were missing.
Between November 1, 2024, and December 31, 2025, IRCC received more than 302,000 PGWP applications. Out of these, 945 applications were refused for language-related reasons.
IRCC has not yet announced when the updated portal will go live. Until then, students must continue following the department’s current instructions for submitting language test results.
Who Must Submit Language Test Results?
IRCC introduced language test requirements for PGWP applicants in November 2024.
Under the current rules, all PGWP applicants applying after November 1, 2024 must include results from an approved English or French language test with their application. The test results are valid for two years from the date of the exam.
The required Canadian Language Benchmark (CLB) level depends on the student’s level of education:
- University bachelor’s, master’s, doctoral, or other university programs, as well as college bachelor’s degree programs: CLB 7
- College programs or other non-university programs: CLB 5
These language requirements apply to all eligible graduates, regardless of the province or school where they studied.
How Students Can Currently Upload Language Test Results?
At the moment, international students applying for a PGWP must upload their language test documents under the ‘Client Information’ section in their online IRCC account.
However, this section allows only one file upload.
If a student uploads another file later, the earlier file is automatically replaced. Because of this, students who need to submit multiple documents such as language test results along with a confirmation letter from their school must combine all documents into a single PDF file before uploading.
IRCC has also advised applicants to reduce file sizes if the document exceeds the system limit.
Many students were unaware of these instructions, which created confusion and led to missing documents in several applications.
What Applicants Can Do After Submitting An Incomplete Application?
Students who already submitted their PGWP application without language test results may still have an opportunity to correct the issue.
IRCC allows applicants to upload additional documents through its online web form system.
To do this, applicants need to follow these steps:
- Go to the ‘Ask about or update your application’ section of the IRCC web form.
- Select ‘Add a document to your application.’
- When asked who you are, choose ‘I’m the principal applicant.’
- Fill in your application number and Unique Client Identifier (UCI) so IRCC can locate your file.
- When asked whether IRCC requested the document, select ‘No, I want to add the document(s) to support or complete my application.’
- Upload your documents. Unlike the application portal, the web form allows multiple file uploads, provided the total size does not exceed 3.5 megabytes.
This option may help applicants whose files are still under review and have not yet been refused.
What Happens If A PGWP Application Is Refused?
For students whose PGWP applications were already refused because of missing language test results, the next steps depend on their immigration status.
If the study permit is still valid, the applicant may submit a new PGWP application with all required documents included.
If the study permit has expired, the person may first need to apply for restoration of status as a student before applying again for a PGWP. This option is generally available only if the graduate is still within 180 days of completing the study program.
In some situations, applicants may also request reconsideration of the refusal decision. This allows IRCC officers to review the file again, especially if the refusal happened because of missing documents that can now be provided.

The planned portal change is expected to reduce confusion for future applicants and make the PGWP application process easier to understand.
Many international graduates depend on PGWPs to gain Canadian work experience after completing their studies. A refusal caused by a missing document can create major problems, including loss of work authorization and delays in immigration plans.
By adding a separate language test section, IRCC aims to make the document submission process clearer and help applicants avoid simple mistakes.
