Quebec Holds A Major PSTQ Draw Across All Four Streams

Quebec holds a major PSTQ draw across all four streams, i.e., Quebec held a new immigration draw on June 4, 2026, inviting skilled workers and other qualified candidates to apply for permanent selection through its Skilled Worker Selection Program (PSTQ).

The province issued a total of 2,549 invitations across all four PSTQ streams. The largest share of invitations went to candidates in the Highly Qualified And Specialized Skills stream, which accounted for nearly 43% of all invitations issued in this round.

Individuals selected in this draw were chosen from the Arrima pool on June 1, 2026, at 6:00 a.m.

This was Quebec’s fifth immigration draw of 2026 and one of the largest rounds held so far this year. The draw targeted workers with different skill levels, regulated professions, and exceptional talent profiles.

Draw Details

Stream 1: Highly Qualified And Specialized Skills

Quebec issued 1,094 invitations through four separate selection exercises under Stream 1 of the PSTQ.

This stream focused on workers employed in occupations classified under TEER 0, 1, or 2. Candidates were required to be living in Quebec and have at least 12 months of work experience within the previous five years.

All candidates were required to:

  • Demonstrate a French language proficiency of level 7 or higher for both oral skills, and a level 5 or higher in both written skills; and
    • Accompanying spouses (if applicable) needed a level 4 or higher in both oral skills.
  • Complete one-year of full-time study in the province and have one of the following Québec diplomas: vocational diploma or attestation of vocational specialization, college or technical college diploma, certificate, specialized graduate diploma, minor or major, bachelor’s degree, or master’s degree or doctorate.

Some selection criteria differed across each exercise:

Exercise 1

Under exercise 1, candidates required: 

  • A score of at least 677 points
  • A Québec university, college, or vocational secondary school diploma   
    • At least 30 credits if at university level; 900 hours of study if other
Exercise 2

Under exercise 2, candidates required: 

  • A score of at least 379 points (health, education, and early childhood sectors)
  • Their main occupation to be related to a priority sector and in one of the following NOCs: 
  • 31303 – Physician assistants, midwives & allied health professionals 
      • 32124 – Pharmacy technicians 
      • 41301 – Counsellors and specialized therapists 
      • 42201 – Social and community service workers 
      • 42202 – Early childhood educators and assistants 
      • 42203 – Instructors for persons with disabilities 
Exercise 3

Under exercise 3, candidates required: 

  • A score of at least 666 points 
  • Their main occupation to be related to a priority sector and in one of the following NOCs: 
      • 20010 – Engineering managers 
      • 21321 – Industrial and manufacturing engineers 
      • 22300 – Civil engineering technologists and technicians 
      • 22301 – Mechanical engineering technologists and technicians

Under exercise 4, candidates required: 

  • A score of at least 692 points.

Stream 2: Intermediate And Manual Skills

Quebec issued 756 invitations through Stream 2.

This stream targeted workers employed in occupations classified under TEER 3, 4, or 5. Candidates need to be living in Quebec and have at least 24 months of work experience within the last five years, including at least 12 months of work experience in the province.

  • Demonstrate a French language proficiency of level 5 or higher in both oral skills; and
    • Accompanying spouses (if applicable) needed a level 4 or higher in both oral skills.
  • Complete education equivalent to a Québec high school diploma or a two-year full-time general post-secondary program, or a full-time one-year program lasting at least one year that is equivalent to a qualifying Québec credential.
    • A qualifying Québec credential includes: a vocational diploma or attestation of vocational specialization (more than 600 hours hours in Québec), college or technical diploma, certificate, specialized graduate diploma, minor or major, bachelor’s degree, or master’s degree or doctorate.

Exercise 1

Under exercise 1, candidates required: 

  • A score of at least 624 points 
  • A Québec university, college, or secondary school diploma (general or vocational), certifying completion of at least 600 hours of study
    • At least 900 hours of study if at secondary vocational or college level; at least 30 credits if at university level
Exercise 2

Under exercise 2, candidates required: 

  • A score of at least 330 points
  • Their main occupation to be related to a priority sector and in one of the following NOCs: 
    • 33101 – Medical laboratory assistants & related technical occupations 
    • 33102 – Nurse aides, orderlies & patient service associates 
    • 33103 – Pharmacy technical assistants & pharmacy assistants

Under exercise 3, candidates required: 

  • A score of at least 653 points 
  • Their main occupation to be related to a priority sector and in one of the following NOCs: 
      • 63200 – Cooks 
      • 54100 – Program leaders & instructors in recreation, sport & fitness 
      • 65200 – Food and beverage servers 
      • 65201 – Food counter attendants, kitchen helpers and related support occupations 
      • 65310 – Light duty cleaners 
      • 73100 – Concrete finishers 
      • 73101 – Tilesetters 
      • 73102 – Plasterers, drywall installers & finishers, and lathers

Under exercise 4, candidates required: 

  • A score of at least 652 points.  

Stream 3: Regulated Professions

Quebec invited 677 candidates through Stream 3.

This stream was designed for workers employed in regulated professions who were already living in Quebec. Candidates had to work in occupations included on the province’s official List Of Regulated Professions.

  • French language proficiency of level 5+ for oral skills (accompanying spouses need a level 4+ for oral skills)

Stream 4: Exceptional Talent

Quebec issued 22 invitations through Stream 4.

This stream targets individuals with exceptional achievements and significant professional experience. Candidates selected under this stream needed at least 36 months of work experience during the previous five years.

  • A positive opinion letter issued by a partner of the Ministry of Immigration, Francization and Integration (MIFI) in one of the targeted fields listed on the department’s website. 
Exercise 2

  • A document demonstrating an achievement listed on the MIFI’s List of Exceptional Achievements
  • A level of education equal to a doctorate in Québec (including undergraduate doctorates)
