On September 24, the Manitoba Provincial Nominee Program (MPNP) issued 474 Letters of Advice to Apply (LAAs) for provincial nomination.
The invitations went to:
- 417 workers in natural sciences, engineering, architecture, and information technology occupations;
- 1 family physician;
- 16 French-speaking candidates; and
- 40 strategically recruited candidates.
Invited candidates can pursue Canadian permanent residence by submitting a complete application for provincial nomination within 60 days.
Candidates who receive a provincial nomination can also request a work permit support letter from the MPNP. They can use this letter to apply to the federal government for a work permit.
Provincial nominees may also qualify for a bridging open work permit (BOWP) after submitting their permanent residence application.
Since June 9, 2026, base provincial nominee applicants have been able to apply for a BOWP sooner under a temporary policy that temporarily eased the requirements.
Candidates who were not invited may still have another option. Some of the Manitoba workers considered at risk may qualify for open work permits under the Manitoba Workforce Transition Bridge policy. To qualify, they must have had a provincial support letter and an active Expression of Interest (EOI) profile as of December 31, 2025.
Draw Details
The selection criteria for EOI draw number 280 were divided into several categories:

Of the 474 LAAs issued in the draw, 148 went to candidates who had a valid Express Entry profile number and job seeker validation code.
Skilled Worker In Manitoba
The Skilled Worker in Manitoba pathway accounted for 434 invitations. Candidates were selected under three different criteria.
1) Employment In A Natural And Applied Sciences Or Related Occupation
Under this category, Manitoba invited the highest-scoring candidates who reported current employment in the province under Broad Occupational Category 2 of the National Occupational Classification system.
The occupations covered by this category include jobs in natural sciences, engineering, architecture, and information technology. They include specialized middle management positions, professional occupations in the natural sciences, and technical occupations related to natural and applied sciences.
Broad Occupational Category 2 includes three major groups:
- Professional occupations in natural and applied sciences (code 21).
- Specialized middle management occupations in engineering, architecture, science and information systems (code 20).
- Technical occupations related to natural and applied sciences (code 22).
Each major group includes several individual occupations.
2) Employment In A Healthcare Occupation
Under this selection category, Manitoba issued one LAA to a candidate working as a general practitioner or family physician under NOC 31102.
The candidate needed to have declared current employment under NOC 31102 in their EOI profile to qualify for consideration in the draw.
3) Francophone Selection
Manitoba issued 16 LAAs to French-speaking candidates.
To qualify, candidates needed to have selected French as their language of communication with the MPNP in their EOI profile. They also needed to demonstrate French-language proficiency through a government-approved immigration language test.
Skilled Worker Stream In Manitoba And Overseas
The MPNP invited 40 candidates through its Skilled Worker Stream pathways for candidates in Manitoba and overseas.
Candidates could only be selected if their EOI profile showed that they had received an invitation through a strategic recruitment initiative or under the now-expired Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Candidates (TPP).
The invitations were divided among the strategic recruitment initiatives as follows:

Why Some Eligible Candidates May Not Have Received An LAA?
This could happen if:
- The candidate’s approved language test identification number was missing or invalid, or the test results had expired by the date of the draw; or
- The candidate declared participation in a strategic recruitment initiative but did not provide a valid invitation number.
As of September 24, the MPNP had issued 6,883 LAAs through 19 provincial immigration rounds in 2026.
