The Canadian province of Manitoba started this year by issuing invitations to 443 immigration candidates to apply for provincial nomination.
The province issued these invitations through its Provincial Nominee Program (PNP), called the Manitoba Provincial Nominee Program (MPNP). Under this PNP draw, Manitoba sent out the invitations to the candidates from the following streams of MPNP.
- Skilled Workers in Manitoba – Under this stream, a total of 357 candidates were issued invitations, and they have to meet a minimum EOI score requirement of 459 points.
- Skilled Workers Overseas – Under this stream, a total of 53 candidates were issued invitations, and they have to meet a minimum EOI score requirement of 711 points.
- International Education Stream – In this one, 33 invites were sent with no necessity for an EOI score.
Out of these 443 invites, 97 invitations were issued to the candidates who submitted their profile through the Express Entry system.
Introduction to Express Entry
The Express Entry system assists in the management of immigration applications received under the below immigration programs to Canada:
- Canadian Experience Class (CEC)
- Federal Skilled Trades Program (FSTP)
- Federal Skilled Workers Program (FSWP)
Candidates who submit their profile with the Express Entry are assessed on the basis of certain human capital factors, like age, education, language skills, work experience, and others and are ranked based on the Comprehensive Ranking System (CRS). Then through an Express Entry draw, the candidates who score maximum are issued invitations to apply for permanent residency in Canada.
It is not a mandatory requirement to apply for PNP; a candidate can make a direct immigration application through Express Entry and receive an invitation for permanent residence. But they are receiving a provincial nomination value for additional 600 CRS points, which means that the candidate will have stronger chances of getting invited to apply in the subsequent Express Entry draw.
Immigration Programs to Manitoba
The provincial government of Manitoba operates all the immigration programs to the province through its PNP known as Manitoba Provincial Nominee Program (MPNP). In Canada, provinces and territories are not authorized to grant permanent residence to the immigration applications; however, they can lend support to the federal government in bringing potential candidates with the help of a provincial nomination.
In order to seek the advantage from the provincial nomination, the individuals who want to reside and work in Manitoba are required to make an Expression of Interest (EOI) with the province’s PNP. If all the requirements are met by the candidate.
The provincial government of Manitoba will issue a Letter of Advice to Apply (LAA) to the candidate under either of the following streams:
- Skilled Workers in Manitoba
- Skilled Workers Overseas
Through these streams, Manitoba works to welcome such candidates to the province who can not only fill in the in-demand positions in the workforce but also support the economy of the province. Once a candidate submits an EOI with MPNP showing their interest in immigrating to Manitoba, the province will score the candidate out of 1000 points based on various human capital factors. Furthermore, the province gives priority to those candidates who already have prior close ties to the province.
An applicant overseas can demonstrate relations to the province through:
- Previous experience in the province, which may be related to work, study, or both,
- Close-knit family connections to the province, or
- Securing an invite under one of Manitoba’s Strategic Recruitment Initiatives.
Also, it is not required that an applicant must be already living in Canada while making the application.
Under the Skilled Workers in Manitoba stream, to receive an invite, a candidate must have a valid full-time job offer from an employer/business owner in Manitoba. On the other hand, to receive an invitation in the International Education Stream, international graduates who have completed their studies in Manitoba are required to show that they have in-demand skills.
