Analysis of the transition of international students to PR in 2023

Here’s an analysis of the transition of international students to PR in 2023. 2023 emerged as a chief year for Canadian immigration. It raised the levels of immigration to assist Canada’s demographic and labor market requirements. International students are one of the major PR groups that this country invites each year. Canada’s immigration options are one of the chief reasons behind its popularity among international students.

IRCC’s most recent data shows that 62,410 international students gained permanent residence in 2023. This data is effective from November 2023. This number depicts a rise of 9,670. This is compared to the 52,740 international graduates who turned out to be international students in 2022.

Notably, these numbers above reflect those students who used to seek permanent residence by developing eligibility via work experience after post-graduation. This route aligns with the Post-Graduation Work Permit.

A few international students acquired Permanent Residence directly after graduation. This is often achievable through particular streams under the Provincial Nominee Program for international students.

Out of these international student groups, nearly 23,150 received Canadian Permanent Residence in 2023.

The standard route for international students to gain Permanent Residence

Unlike other prominent destinations for international students, Canada provides certain paths for international graduates to get work and seek immigration after completing their studies. Typically, the above path is the most common for most foreign students. In addition, this is evident from the 62,410 people who acquired PR status the previous year.

Let us understand all this through imagining an anonymous individual’s story. For instance, an individual from a different country completes a two-year course in civil engineering, and his college is a Designated Learning Institution. Also, his course qualifies for a PGWP, which means he can proceed to apply for a PGWP.

PGWP Validity and Process

When an individual receives a PGWP with a validity of two years, he is liable to receive a PGWP for the exact amount of time. As a result, the person will also become eligible to work, further allowing him or her to develop his or her eligibility for permanent residence. A majority of economic immigration programs demand a minimum of one year of eligibility and full-time work experience.

Generally, a PGWP is eligible for the same length of a person’s study period. This will have the same validity period, up to three years.

Furthermore, if a person chooses to be under the Express Entry’s Canadian Experience Class, it will be a standard choice for most international students. They will be required to gain a minimum of one year of full-time work experience while he is on their PGWP. Notably, Canadian work experience as a student is not considered. The work experience has to be in the same NOC or TEER level. This must contribute to 1,560 working hours. Additionally, the candidate will also work at a position under the NOC TEER levels of 0, 1, 2, or 3.

Once the candidate achieves work experience, the best thing after this will be to undertake a language test. After this step, the candidate must submit their profile to the Express Entry pool. Based on the TEE job levels, the candidate must display a CLB score of 7 or 5 in either French or English. This is regarding all the parts of language: reading, writing, speaking, and listening.

After the candidate achieves an eligible score, they must upload their entry profile to an Express Entry pool. Once a candidate’s profile gets selected, they will acquire an ITA for permanent residence.

Afterward, the candidate must submit the supporting documents with his PR application within 60 days of getting an ITA.

If the candidate is eligible after clearing all verification, IRCC processes their PR application and acquires a COPR, confirming the PR status. This way, the individual will be open to settling in Canada permanently.
