British Columbia and two more provinces sent PNP nominations

British Columbia and two more provinces sent PNP nominations, including Manitoba and Quebec. British Columbia and Manitoba issued nominations through their separate PNPs, while Quebec did so through its unique provincial immigration programs. Candidates received invitations through a blend of humanitarian, economic, and human capital streams. The provincial immigration streams have a distinct scoring system, which is prevalent for internal objectives. Hence, comparing the scores of a specific province with another province’s PNP doesn’t make any sense.

British Columbia immigration results between March 22 and 28

On March 19, the British Columbia PNP declared it would gradually discontinue the International Graduate and International Post-Graduate streams. The following three new streams will replace the two:

  • The Bachelor’s Stream – It will issue invitations to candidates who have attained bachelor’s degrees from qualified post-secondary institutions and a full-time employment offer. 
  • The Master’s Stream – This stream will issue invitations to candidates recently graduating with master’s degrees from qualifying post-secondary institutions. If candidates need to register, they must possess a full-time employment offer in a skilled occupation with a one-year length.
  • The Doctorate Stream – The stream will issue invitations to either graduates or doctorate-level program candidates in qualifying post-secondary institutions.

Other Details

Students who have already achieved a diploma or certificate program in Canada but are ineligible for the streams might apply to different programs under the British Columbia PNP. Candidates must fulfill a minimum Canadian Language Benchmark level of 8 to apply for the fresh graduate streams.

Additionally, the British Columbia PNP will also enhance the basic language ability requirements across different streams. This excludes the Health Authority Stream due to its previous adjustment.

The above changes must take effect in January 2025. BC PNP sent 127 invitations to immigration candidates on March 26, 2024. They did so through the Skilled Worker International Graduate, which includes the EEBC option.

Candidates received invitations from a diverse range of in-demand occupations.

  • 28 Childcare occupation candidates – a minimum score of 85.
  • 21 candidates in the construction sector – a minimum score of 90.
  • 30 candidates in healthcare occupation – a minimum score requirement of 85.
  • 47 candidates in tech occupations – a minimum score requirement of 114.
  • 1 candidate working in veterinary care occupation – a minimum score of 85.

The Skilled Worker International Graduate stream is for those who have recently graduated from a qualifying Canadian college or university and those possessing an employment offer from an employer in B.C. The EEBC option implies that the British Columbia PNP can invite candidates to the Express Entry pool. This indicates that BC PNP welcomes candidates in the pool of Express Entry, depicting an Enhanced PNP stream.

Quebec

Quebec displayed the outcome of the provincial immigration draw that occurred on March 18 this year. The government of Quebec issued invitations to 1,357 individuals to apply for permanent residence.

Candidates had to fulfill the following criteria to receive invitations:

  • To display at least 7 points in French language proficiency according to Quebec’s language scale.
  • Possess a score under Quebec’s immigration system equal to or above 596 points.

OR

  • They have a minimum of Oral French proficiency at level 7.
  • Demonstrate a valid employment offer outside the territory of Montreal’s metropolitan area.

Manitoba sent PNP nominations

Manitoba PNP conducted a particular immigration draw for Ukrainian nationals, aligning with IRCC’s special initiatives to help Ukrainians impacted by the Russian war. The province issued 179 EOIs to the citizens of Ukraine who could fulfill the following criteria:

  • Possessed a minimum of CLB level 4 in each language band, having a valid language test result.
  • Maintained an established relationship or tie with Manitoba through close family members, family-like community, or Manitoba’s former studies or employment.
  • Achieved a score of 60 points under the eligibility conditions of MPNP.
  • Ability to fulfill all essential requirements of the Skilled Worker Overseas Pathway, such as adequate settlement funds.
