British Columbia PNP draws to stop temporarily

British Columbia PNP draws will pause soon between October 12 and November 16 in 2022. Typically, British Columbia conducts weekly draws. Therefore, with the new NOC update for the first time since 2016, Provincial Nominee Programs will undergo specific modifications to provide a seamless experience to candidates.

Consequently, candidates with their applications present in the pool after October 12 will have to submit their applications once again after the BC PNP draws resume in November. Additionally, candidates who already received their invitations before October 12 or on this date will get 30 days to submit their applications. These applications will undergo evaluation based on the current criteria being followed according to the NOC 2016. However, the government of British Columbia states that processing times will continue for a service standard of three months for at least 80 percent of the applications.

However, this pause on BS PNP applications also comprises specific exceptions. The Entrepreneur Immigration Program will have invitations sent to candidates by the province. Interested candidates under the categories of Health Authority and International Post-Graduate will be submitting applications until November 13, 2022.

NOC 2021- new modifications

The National Occupational Classification system of Canada will be the primary factor in evaluating candidates who feel interested in immigrating to the country through the economic immigration programs. Therefore, these programs will either be under Express Entry or PNPs. The programs will emphasize skilled workers seeking to be a part of the Canadian workforce.

NOC functions by dividing the employment activities into different parts. In doing so, NOC aims to accomplish the following:

  • To truly perceive the Canadian labor market.
  • Work through government programs.
  • Promote the need to develop skills, and research.
  • Let Canada manage the immigration system and foreign worker programs.

Traditionally, the federal government in Canada updates the NOC system every five years and thoroughly examines the system once every ten years.  However, any modifications that take place in NOC also impact the Canadian labor market and economy. Presently, NOC 2016 works by classifying jobs based on the employment type and also bifurcates occupations further into four categories, including management positions as well as low-skilled occupations.

Reportedly, the new NOC system of 2021 will categorize jobs based on six levels of the new TEER system. According to Statistics Canada, the new NOC system will focus more on the transferable skills and abilities of the candidates. Moreover, their occupational experience will not be of any value.

New NOC structure

TEER 0 
  • Occupations related to the Management position. 
TEER 1 
  • University degree (bachelor’s, master’s, or doctorate); or 
  • Considerable years of experience in a particular occupation concerning TEER category 2 (if applicable). 
TEER 2 
  • The post-secondary education program. Completing two to three years at community college, institute of technology or CÉGEP; or 
  • Completion of an apprenticeship training program (2 to 5 years); or 
  • Occupations requiring supervisory or significant safety (police officers and firefighters) responsibilities; or 
  • Considerable years of experience in a particular occupation from TEER category 3. 
TEER 3 
  • Completion of a post-secondary education program of fewer than two years at community college, institute of technology, or CÉGEP; or 
  • Apprenticeship training of not more than 2 years; or 
  • Above six months of on-the-job training, training courses, or specific work experience with some secondary school education; or 
  • Considerable years of experience in a specific occupation from TEER category 4 (when applicable). 
TEER 4 
  • Obtaining education from a secondary school; or 
  • On-the-job training with some specific experience in secondary school education; or 
  • Considerable experience of numerous years in a specific occupation from TEER category 5 (when applicable). 
TEER 5 
  • Short work demonstration and zero formal educational requirements. 

British Columbia’s weekly PNP draws results

On September 28, over 258 candidates received invitations for a provincial nomination in BC. As reported, 215 candidates received the invite during a targeted draw for tech occupations. Candidates under the categories of Skilled Workers and International Graduates received invitations. Apart from this, the draw also included Express Entry candidates.

Candidates who received invites under the targeted draws scored a minimum of 100 SRIRS points. SIRS is very similar in its function to CRS. However, SIRS is used only for British Columbia PNP draws. 

BC conducted invitation rounds for candidates involved in the following occupations: 

  • Childhood Educators and Assistants score a minimum of 60 points. 
  • 15 Healthcare Workers working under the categories: Skilled Worker, International Graduate, Semi-Skilled, and Entry Level with a minimum score of 60 points.  
  • Healthcare Assistants concerning Entry Level and Semi-Skilled categories. The minimum score of 60. 
  • Priority occupations- minimum score of 60.

Provincial Nominee Program- a brief

The Provincial Nominee Program was brought forth in 1998 for the first time. This program was an initiative to motivate new immigrants to choose to reside outside the urban centers. The aim was to even the distribution and advantages of immigration.

Interestingly, PNP has set its record of receiving more than 80,000 new permanent residents each year in Canada. Therefore, candidates have the chance to choose between applying through Express Entry or the provincial government directly. A successful Express Entry application and provincial nomination by default provide 600 additional points. The points automatically get added under the Comprehensive Ranking System. On the whole, this will further enhance the chances of receiving the ITAs from IRCC.
