Canada aims to conduct targeted draws in 2023

According to reports, the Express Entry draws will be conducted at the beginning of 2023 to fulfill the labor market requirements of IRCC.

IRCC seeks to bring forth a range of stakeholders for Express Entry’s new categories as required by the legislation. It also looks forward to implementing technical changes by early 2023.

According to Bill C-19, the immigration minister will send invitations to candidates with separate eligibility criteria built to support the immigration requirements based on the region. The legislation also calls for the immigration minister to involve himself in the consultation process and objectify the economic goals publicly yearly.

Is there a need to make changes to the Express Entry system?

Sean Fraser, immigration minister, stated that without the necessary changes to the Express Entry, the IRCC cannot mend the ITAs to fulfill the in-demand requirements or qualifications.

Suppose there are several applications in a specific sector. If that sector doesn’t have increased requirements, IRCC will more likely find individuals who match the current needs of the Canadian economy.

IRCC proved that it does have the potential to invite several candidates to any program during the entire pandemic. For instance, Candidates under the Canadian Experience Class were invited on February 13, 2021. 27,000 invitations were sent.

Under the prevalent legislation then, IRCC planned to change the existing strategy in the Covid crisis due to travel restrictions. It planned to invite candidates under the Express Entry programs either CEC or PNP. CEC for those candidates who’re present in Canada and won’t travel and PNP for those who received a nomination.

Before the approval of Bill C-19, IRCC couldn’t make concrete selections based on the factors of language skills, occupation, and educational credentials. Just like PNP’s specific eligibility criteria for candidates, the entire Express Entry system doesn’t have any such technique. To achieve the provincial needs and receive the nomination, the candidates must apply separately under provincial or territorial governance. Fraser believes retention rates are likely to increase since now people will be applying based on the required opportunities, which is what ITAs aim for.

He further talked about the significance of a genuine and transparent system. The bill was initially criticized because of the possibility of the government inviting only a particular type of candidate. It is only to address this issue that changes in the Express Entry system were introduced. The new change was related to bringing the stakeholders to the public consultation process to get an insight on how to conduct draws that help fulfill the economic goals.

The immigration minister believes that he needs to involve himself with the local communities, and counterparts associated with provinces and territories. He also feels the need to understand the requirements of the British Councils and sectors with excess demands.

All-program draws will continue

IRCC sent invitations for all programs irrespective of the programs the candidates qualified for under Express Entry.

On this day, 1,500 invitations were sent to candidates with a minimum CRS score of 557. The next draw under Express Entry will be conducted on July 20.
