The government of Canada plans to pass a bill that will send invitations to the Express Entry candidates based on an economic goal.
Bill C-19 is under process and is yet to be considered by the senate. Once approved, the bill will allow IRCC to send invitations to Express Entry candidates based on language proficiency, destination, occupations, and groups supportive of Canadian economic goals.
Mr. Fraser thinks that the Senate will pass the bill and the new authorities will take control. Even though Express Entry is at a high competency level with Canada, there is still scope for improvement.
The need for improvement in the Express Entry system is at present, especially concerning the specific challenges faced by a country’s economy. He further stated that they don’t have tailor-made solutions to send invitations for applying to Express Entry to meet the skill and qualifications requirements.
He even illustrated the situation with an example, if suppose, there are numerous applications existing in a specific sector but that sector doesn’t have excessive requirements in Canada, similar to today’s Express Entry System, then there are chances to get in more people who don’t match the general standards of the Canadian economy.
IRCC will also be allowed by the new authorities to base their selection on factors including language competencies, sector, or regions. Doing this will enhance the chances for Canada to hire people who are already competent as per the standards of the Canadian Labour Market.
The goal is to let the newcomers contribute massively to their communities so that they are on the path to success once they arrive and can also fulfill the requirements of the community in which they choose to settle.
According to Mr. Fraser, the retention rates are likely to increase with people already grasping opportunities based on the invitation to apply.
As per the critics, the new authorities of the bill will permit a group of special interests to find a specific type of candidate. Initially, the bill was amended with a need for a more transparent selection process. Fraser further discussed how he was supposed to make tough decisions on the regions and sectors being able to benefit from the policy. He even acknowledged that he was required to interact with local communities, and provincial and territorial people as well. He is also aware of the fact that he needs to engage with other sectors and the business councils to understand their needs.
Bill C-19 won’t be actualized as law until it receives royal consent from Canada’s Governor-General.
