Express Entry issues more invitations to PNP candidates, i.e., Immigration, Refugees and Citizenship Canada (IRCC) has once again issued Invitations to Apply (ITAs) through the Express Entry system. This marks the second week in a row that invitations have gone to candidates nominated under the Provincial Nominee Program (PNP).
In the latest draw, IRCC issued 399 ITAs to PNP candidates. This shows that provinces continue to play a strong role in Canada’s immigration system in 2025.
To be eligible for this draw, candidates had to meet both of the following conditions:
- Have a minimum Comprehensive Ranking System (CRS) score of 731
- Have created their Express Entry profile before 7:18 a.m. (UTC) on October 18, 2025
Candidates who met these requirements were ranked and invited based on their scores and profile creation time.

The latest PNP draw is the fourth Express Entry draw in December. It follows:
- A healthcare and social services draw on December 11;
- The largest CEC draw in the past 16 months on December 10; and
- The largest PNP draw of 2025 on December 8.
This shows that IRCC is using different draw types closely together to meet Canada’s labour and immigration needs.

So far in 2025, IRCC has issued 106,998 ITAs through the Express Entry system.
This year, Express Entry draws have mainly focused on PNP candidates, followed by Canadian Experience Class applicants, French-speaking candidates, and those in priority occupations.
