Five Canadian provinces issued ITAs in the latest PNP draws, including Ontario, Quebec, British Columbia, Manitoba, and Prince Edward Island.
Excluding Quebec and Nunavut, all Canadian provinces or territories have a set of Provincial Nominee Programs. These PNP programs enable provincial governments to nominate the most appropriate candidates to integrate well into the provincial economy. This also implies that a provincial nomination has the power to strengthen an applicant’s chances of applying for Canadian Permanent Residence.

Ontario
On November 30, Ontario conducted a draw of the Human Capital Priorities Stream under Express Entry. The province issued ITAs to 1,052 candidates working in Healthcare Occupations to apply for a provincial nomination. However, they were supposed to possess a CRS score between 404 and 430.
Qualifying candidates must showcase that they fully intend to reside in Ontario once they receive a PR status. The provinces assess the employment aspect to ensure the candidate has a provincial connection. Other factors the province might consider could be leasing or owning property or professional and personal connections.
British Columbia
British Columbia issued invitations to 185 candidates under British Columbia PNP over the subsequent four draws on November 28.
The most significant draw occurred for 80 candidates and was a general draw. The streams were Skilled Worker, International Graduate as well and Entry-Level Semi-Skilled streams.
The lowest scores were between 94 and 116.
The rest of the three draws emerged to be targeted draws:
- 49 – Early Childhood Educators and Assistants with the lowest score of 60 points.
- 27 – Construction Occupation Candidates with the lowest score of 75 points.
- 29 – Healthcare Occupation Candidates with the lowest score of 60 points.
On November 21, the province also conducted four draws for candidates under the streams of skilled Workers and International Graduates.
This province issued ITAs to 93 candidates in tech occupations. The minimum score had to be 94.
- 27 – Early Childhood Educators and Assistants have the lowest score of 60 points.
- 24 – Construction Occupations have the lowest score of 75 points.
- 17 – Healthcare Occupation candidates
Quebec-issued ITAs in the latest PNP draws
On November 16, Quebec sent invitations to 1210 candidates to proceed with permanent selection applications. The minimum score requirement turned out to be 608 to gain eligibility. Meanwhile, there was no targeted occupation.
All candidates had to acquire a CLB level of 7 in French.
Manitoba
On November 30, Manitoba issued invitations to 148 candidates under the Skilled Worker Stream who had to demonstrate a family connection in this province. In addition, they also had to display a minimum score of 609 points.
In 2023, this is the first draw of this type. To qualify for this stream, candidates had to prove that any close relative had been living in this province over the past year. These close relatives could be parents, nephews, grandparents, siblings, nieces, aunts, or uncles.
Besides this, Manitoba even issued invitations to 82 candidates under the International Education Stream and 38 ITAs to candidates under the Skilled Worker Overseas Stream. The minimum score turned out to be 720.
Prince Edward Island
On November 30, Prince Edward Island sent invitations to 69 candidates through the PEI Provincial Nominee Program’s Labor and Express Entry Stream. Those candidates who worked in occupations like healthcare, construction, and food processing industries received invitations.
In the last twelve months, the province managed to send ITAs to 2,528 candidates through the above stream.
