Five Canadian provinces issued provincial nominations recently

Five Canadian provinces issued provincial nominations recently, including British Columbia, Alberta, Manitoba, PEI, and Quebec. All Canadian provinces, excluding Quebec and Nunavut, have chosen economic immigration candidates using the regional immigration provinces. These are referred to as Provincial Nominee Programs. These programs are built exclusively to assist each province or territory in inviting skilled immigrants. The local government selects only candidates they believe fit to meet the local labor market and demographic requirements.

The principal reason behind Quebec not adopting the PNP is that it has a unique agreement with the federal government with complete control of its economic immigration.

British Columbia

British Columbia held two provincial draws on April 30, 2024. In one of the British Columbia PNP draws the province’s government sent 47 invitations to candidates in a general draw. In line with the consistent practice seen in all previous draws of the B.C Provincial Nominee Program (BCPNP) this year, this draw included candidates from each of the program’s five streams:

  • Skilled Worker
  • Skilled Worker – EEBC
  • International Graduate
  • International Graduate – EEBC option
  • Entry Level and Semi-Skilled

All the above streams, except for the Entry Level and Semi-Skilled stream, required a score level of 131 from the candidates. However, a minimum score of 107 was required under the Entry Level and Semi-Skilled stream.

Besides the general draw, British Columbia also sent invitations to four more draws. In addition, all of the draws invited candidates from the streams, such as Skilled Workers and International Graduates, including the EEBC. Particularly, candidates from the below occupational categories acquired invitations:

  • Childcare Occupations – Nine Invitations; the minimum score was 91.

Quebec

Quebec also recently published its provincial immigration results of two draws. The first draw occurred on April 11, inviting 1,036 candidates to apply for permanent selection. The Minister of Immigration, Francization, and Integration tackled Quebec immigration. On April 8, the invitation round occurred for those registered under Quebec’s Arrima Bank. In addition, candidates had to meet the following parameters if they wanted an ITA through this draw:

  • A score level of 7 in terms of French language oral proficiency, according to Quebec’s French proficiency evaluation level for adult immigrants or equivalent.
  • Demonstrate a valid employment offer outside the CMA territory.

Additionally, ITAs sent during the draw were provided to candidates with a profession that was essential in one of the two lists of the NOC codes. The first group of NOC candidates had to meet the minimum score requirement of 536 points. The NOC in group two had a minimum score requirement of 606 points.

The second draw on April 25

Quebec sent invitations to 1,415 candidates to seek permanent selection in the province on April 25. The invitation round occurred by choosing candidates with registration in the Arrima system, as of April 22.

  • A level 7 or higher French language oral skills per the official French language assessment.

  • A minimum score requirement of 598.

Candidates who received an invitation from Quebec’s government must now apply for a CAQ or Quebec Selection Certificate. Immigration candidates must acquire a certificate before applying for Canadian PR with IRCC, especially if they are seeking to settle in this province.
