Five lakh immigrants will be welcomed in Canada

The country was restricting immigrants to enter the country after it imposed travel restrictions because of Covid19. Immigrants who were granted study permits, and permanent residence and were approved under the category of temporary foreign worker were only allowed to enter the country.

The Canadian Government was slowly waiving its Covid restrictions and during the month of June, last year it completely waived all the restrictions imposed on Canadian permanent residency and temporary residence. Despite all the restrictions, there were counted a huge number of immigrants in the last year. This can be an indication of another huge record of immigrants this year and specifically in the early months. The approaching days of summer will be the first season without any travel restrictions.

1,30,000 immigrants to come in Q3

According to the Immigration Levels Plan 2022-2024, the Government of Canada has a determination to welcome more than 4,32,000 permanent residents this year. In the previous year, the Government of Canada accomplished its objective of welcoming applicants who were already residing in the country.

The IRCC is more focused on processing overseas applications like FSWP. The IRCC gives preference to applications for the Federal Skilled Worker Program category as it targets skilled applicants from abroad. The country and the applicants willing to enter will no longer face any restrictions while entering the country which existed between March 2020 and June 2021.

A total of 1,14,000 applicants for Canadian permanent residency landed in the country in the first quarter of this year. Landing refers to both categories of applicants who are transitioning into permanent residents from temporary residents and applicants coming from abroad.

There could be seen a 60% hike in the number of Canadian permanent residents’ figures from 2021 and 2022 in the same period of the first quarter. The figures for Canadian permanent residency as of the third quarter of 2021 increased by 1,23,000 because of mainly 3 reasons.

One of the reasons for the increase in the number of welcomed immigrants through this category was that the IRCC was able to process a large number of applications since then. The second reason mentions waiving the travel restriction imposed on the COPR in the month of July.

This helped candidates to enter the country in the third quarter.  Another reason was the weather in Canada, a majority of immigration applicants prefer to land in the country during the summer season rather than in the winter season.

The country witnessed a 40% increase in the number of landed Canadian permanent residents in the first and third quarters whereas saw a decline in the first and fourth quarters. All the above 3 reasons constituted to impact on the number of Canadian permanent residents in the summer season. It has been estimated that the country will witness a total of one lakh landings in the third quarter of this year.

Predictions for this year are accounted to be 1,20,000 in this year.

Although there cannot be a possibility of a 40% increase in the landings because of the seasonality and the target immigration levels plan for this year. This signifies that the IRCC may process applications which may lead to more than 40% landings in the country which will result in exceeding the targets of the Immigration Levels plan of this year.

There may be a hike in the number of landings during this season, so there is a prediction of a 20% increase in the number of landings because of the summer season which accounts to be 1,30,000 landings during the months of July and September.

A controversial question that has emerged is the proportion of landing from abroad. Although the figures of the same have been published by the IRCC there is a high probability of foreign landing because of the weather and no Covid restrictions.

International Students

If the percentage of international students entering the country grows at the same pace, then there is an estimation of over 2,70,000 students from abroad entering the country during summer.

Immigrants were struggling to come to Canada during the pandemic because of the travel-related restrictions imposed like the discontinuation of flights from countries like India which is the major source of immigrants accounting for 35% of the total Immigrants.

Every year, Canada witnesses a large number of admissions of international students during the third quarter as the majority of study programs are commenced at the end of May and the beginning of September.

The country welcomes over 90,000 international students in the first four months of this year. This calculates a hike of 30% in the first quarter of 2021 and a hike of 50% in the year 2019. If the intake of international students grows by the same 30%, then a total of 2,70,000 international students are likely to be admitted to the country during the time period of July to September.

More than lakh work permits are estimated to be granted in the third quarter of this year, and the majority will be issued to temporary foreign workers who will enter the country to match the labor requirement.

The International Mobility Program in the form of a work permit which is majorly issued to skilled workers to address the Economic, social, and cultural issues of the country, whereas the TFWP is the form of work permit which are issued to a minority of work permit holders.

The country had welcomed a total of 28,000 Immigrants under the category of TFWP in the first quarter of this year. The figures for TFWP applicants are slightly lower than the work permit holders who came during the same period in 2021 but are more than the numbers of 2019.

The number of work permit holders coming through TSWP are likely to enter the country during the second quarter, as it is the onset of the harvesting season. The number of work permit holders coming through TSWP is likely to be the same in the third quarter of this year.

The majority of TSWP applicants are from abroad whereas the proportion of IMP consists of both foreign applicants and work permit holders who are already residing in the country. International students who have completed their study program comprise a major part of work permits from the category of IMP.

The Government of Canada encourages its international students to apply for Post Graduation Work Permit so that they can gain work experience, to significantly increase the probability of getting Canadian permanent residence.
The country granted work permits through IMP to a total of 73,000 qualifying candidates in the first four months of this year whereas it issued a work permit to a total of 91,000 applicants during the same period of 2021.

A high number of work permits are granted in the third quarter as the international students tend to complete their study program during this time. Thus, there is a high expectation of 80,000 to 1,00,000 admissions of IMP holders during the summer season.

If combined, the total of TFWP and IMP work permits will account for between 110,000 and 1,20,000 during the period between July and September. A total of five lakh immigrants are likely to land in the country through study and work permits coming into effect in the summers.

Whereas there is a high expectation of 5,20,000 landings of Canadian permanent residents. If the predictions come out to be true, then it would represent a remarkable figure in the history of Canadian immigration.

The third quarter of 2021 saw a total landing of 4,45,000 permanent residents in the country.

The IRCC struggles to process a high number of applications. Although it has proved its potential to process large piles of applications during the last few years while facing obstacles.

There exist other factors like the will of international graduates to decide to come to Canada or any other country and in the same way, the will of Canadian employers to hire Canadian employees or foreign employees.

Although the above factors may not have a large impact on the admissions of immigrants to the country, thus there is a high probability of five lakh Immigrants entering the country during the summer season because of no travel restrictions which existed because of Covid19.
