Fraser formulates a strategy for temporary residents to obtain PR

Sean Fraser has formulated a strategy for temporary residents to obtain PR. The plan will allow international students and temporary foreign workers to have more pathways to become permanent residents.

All those international students and temporary foreign workers possessing considerable work experience amidst the continuous labor shortages will now have a chance for pathway expansion. The documents were made available on the official website of the government on September 20.

The new strategy devised by Sean Fraser, immigration minister, will revolve around the primary five pillars, which IRCC will adapt to transition from temporary residence to permanent residence.

New strategy- main pillars

The five main pillars are given below:

  • Pillar 1– The government will acknowledge the current immigration targets in alignment with the Immigration Levels Plan 2022-2024. This year, Canada is readily awaiting the arrival of 431,645 immigrants. Also, Fraser will be introducing the new table for Immigration Levels Plan 2023-2025.
  • Pillar 2– Modifications will be made to the Express Entry system for IRCC to choose eligible candidates based on the economic objectives. The new strategy-based Express Entry draws will likely start over in the earlier part of 2023.
  • Pillar 3– Not just this, IRCC also looks forward to receiving the NOC 2021 on November 16. Under the new NOC system, 16 new occupations will be added for Express Entry eligibility. Additionally, the three pre-existing occupations will cease. The newcomers will have more access to information that will help them meet the essential qualifications. This way they will be able to integrate with the federal, territorial, and provincial programs. As a result, it will also help Physicians to get over the obstacles, along with the substantial and in-demand workers to transition smoothly. Pilot programs will enhance caregivers and agri-food workers, with the expansion of permanent residency pathways.
  • Pillar 4– IRCC has several plans including the introduction of a new Municipal Nominee Program and also encouraging French immigration outside the Quebec province. The government keeps working toward permanent residency pathways with provinces, territories, and employers. It is especially concerned with the Provincial Nominee Programs.
  • Pillar 5– IRCC works toward providing satisfaction to clients by enhancing their service experience. The main concern is to improve the processing capacity through the introduction of a modern system and technical improvements. Their main intention is to speed up the processing times to let the immigrants become Canadians at a faster pace.

The crux of the strategy

Randeep Sarai, a parliament member in British Columbia had initially introduced Motion 44. Fraser had to put forth the mandate letter concerning the temporary residents. Therefore, the new strategy is a response to the same.

Motion 44 includes the following six points under it:

  • Economic immigration programs will give more weightage to Canadian work experience. An expansion of occupational categories is possible.
  • Other Federal immigration programs will have their evidence verified.
  • Include important data based on the labor shortages and the essential skill requirement so that immigrants get selected due to the ongoing labor market gap.
  • Encouraging more immigrants to settle in smaller communities and encouraging Francophone immigration outside Quebec.
  • Bring forth more mechanisms that will help bring fast changes as per the labor market requirements and priorities based on economic needs.
  • Acknowledging occupations and services including caregivers, agriculture, trades, transportation, health, and manufacturing services.

Even though the new strategy had to be introduced within the 120 days deadline as dictated on May 11 however, the changes need to be in the form of a bill, and therefore, the new house sitting will introduce the new legislation.
