Immigration Minister Sean Fraser will need to plan out pathways for temporary residents to attain permanent residency. Fraser had a deadline of 120 days on May 11.
Heather Bradley stated that to implement any changes for the expansion of permanent residence pathways for temporary residents, it will have to be introduced as a bill before it is made public. The minister will also have to wait until the House (parliament) is sitting for the introduction of legislation.
Shadow Minister, Mr. Jasraj Singh Hallan, informed that the plan must come out once the House resumes. He further talked about a plan that would create a positive impact on people who would want to further become Canadian citizens.
Motion 44
According to the Sitting Calendar, the House of Commons will resume the same day as the funeral of the Queen. As per official reports, Sean Fraser will give the details of the routine proceedings on September 20. The Canadian government is working toward responding to Motion 44 (Private Members). The government’s objective is to enhance the speed of the entire process of permanent residency to fulfill the economic requirements of Canada. A spokesperson also revealed that once they become aware of the details, they’ll communicate about them further.
The Library of Parliament’s spokesperson also stated that Motion 44 would not remain as an obligatory contract. Therefore, Sean Fraser is not bound by any contract and doesn’t have to respond.
IRCCs former director general, Andrew Griffith also said that it would be better for any politician to keep his word because failing to do so would result in acute embarrassment. The motion secondaries are very similar to the Liberal Party, with hardly any difference from the Liberal’s agenda.
Fraser also stated in an interview that he was in support of the motion. The Prime Minister’s mandate letter to the government requires Fraser to take action for the expansion of pathways to permanent residency. This expansion will be done for international students and foreign workers. On May 11, Fraser received 120 days to form a strategy for the achievement of goals as instructed by Motion 44.
Key factors of Motion
Motion comprises six primary points that Fraser might address:

- To expand the eligible occupational categories.
- To verify the proof of the federal immigration programs.
- To include all the data associated with the labor market and skill shortages to select immigrants based on the labor market gaps.
- To motivate newcomers to begin their life in smaller communities and Francophone immigrants outside Quebec province.
- To be able to recognize the mechanisms and techniques to make the required changes according to the labor market requirements and the economic priorities of the respective regions.
- Give importance to occupations including agriculture, service trades, health services, manufacturing, transportation, and caregivers.
