Impact of new NOC on Express Entry eligibility

The analysis of the impact of changes made in the NOC list on Express Entry has been made available. 

The corrected NOC list will come into enforcement from the month of November 2022. Under which 16 occupations have been added to the list of eligible occupations and 3 occupations have been removed from the list. 

The IRCC is currently using the NOC 2016 for the identification process of eligible occupations for both Permanent and Temporary residence applications but from the month of November, it will switch to the NOC 2021.  

Employment and Social Development Canada and Statistics Canada operates all the work related to the NOC and amends it regularly at an interval of 10 years.  

This year, NOC 2021 will come into enforcement, under which new terminologies and classifications will be introduced. 

Below is the list of 16 occupations added to the eligible list of occupations 

  • Payroll administrators 
  • Assistants for dental care  
  • Lab assistants  
  • Paramedic staff  
  • Assistants for pharmacy  
  • Teachers for primary classes  
  • Bailiffs and sheriffs  
  • Prison officers  
  • Regulatory officials  
  • Technicians for skin beautification 
  • Technicians for setting up residences  
  • Technicians for pest control  
  • Technicians for repairing  
  • Truck drivers  
  • Bus drivers  
  • Operators for heavy instruments 
  • Technicians for setting aircraft 

3 occupations that will be excluded from the list

According to the NOC Code, program heads and instructors in sports and recreation, tailors, and milliners will now not be considered eligible occupations. 

Although the list will not lose its eligibility for draws like Provincial Nominee Program 

Another prominent change made in the NOC 2021 is the introduction of a six-category system in place of a four-category system.  

The new six-category system includes qualifying the level of TEER for entering any of the occupations. 

Earlier the NOC consisted of 4 skill jobs. Under which the NOC A targeted professionals having a valid degree from the university.  

The NOC B targeted professionals having valid diplomas from institutions.  

The NOC C targeted professionals who possess intermediate skills and training in skills  

The NOC D targeted workers’ jobs including giving the job pieces of training. 

The department of the Executive Committee of IRCC took a decision to modify the structure of TEER in the following way 

The latest structure of TEER will adopt a five-tier system to identify occupations. 

Another change made was the switch to a 5-digit code from a 4-digit code.
