Furthermore, for the next eleven months, the immigration department will only consider the processing of 606,250 study permit applications. This is irrespective of IRCC’s decision on each application.
The ministerial instructions further state that this new limitation on study permit applications might change if necessary. However, any change in this limitation will be subject to further instructions from the minister.
There might be a situation when IRCC is unable to fulfill the study permit application approval of 360,000. If this cap is not met within the framework of the 606,250 processing of applications, the minister has the right to raise the number. This way, IRCC can fulfill the study permit cap requirement.
Comparing the current data with the numbers in 2023
The Canadian government’s data through the open portal depicts that 579,075 study permit applications were approved last year (in 2023). The study permit approvals occurred between January and November of 2023. Moreover, the immigration department demonstrated an approval rate of 71 percent. The above study permit approvals happened out of a total number of 814,317 study permit applications processed by IRCC during the same period.
Compared to 2023, the approved and processed study permit applications have undergone a decline this year.
The functioning of the new cap on study permit applications
The distribution of the new study permit application cap of 3,60,000 will depend on the population range in each province. Furthermore, British Columbia, Quebec, and Ontario will witness the maximum number of study permit applications since the three provinces comprise the highest population.
The new policy will come into effect through a procedure of attestation letters. This means individuals who will submit study permit applications will need to submit a Letter of Acceptance from a DLI. In addition, they must submit an attestation letter from the same province where their choice of Designated Learning Institution exists.
According to the new ministerial instructions, candidates must adhere to the following:
- The provincial or territorial government must write and sign the attestation letters.
- The letter must state that the applicant has secured a spot within a province’s or territory’s distributed study permit approval limitation.
- The attestation letters must consist of the candidate’s name, DOB, and address.
