IRCC releases the first AI strategy for immigration. The strategy outlines key goals, guiding principles, and possible areas where AI may be used. It also introduces a framework to classify different types of AI use cases within the department.
According to the strategy, IRCC plans to use AI in ways that are:
- Human-centered and accountable
- Transparent and explainable
- Fair and equitable
- Secure and privacy-processing
- Valid and reliable
The department believes AI could help speed up application processing and strengthen fraud detection. For example, computer vision tools may be used to identify fraud in real time.
The strategy also explains how IRCC will group AI use into three categories: “everyday,” “program,” and “experimental.”
“Everyday” AI refers to simple administrative support that does not affect final decisions. Examples include summarizing documents, sorting applications, and replying to client questions.
“Program” use involves AI that supports program operations. This can include data analysis or helping officers by identifying low-risk applications that may be processed faster.
Moreover, IRCC has clearly stated that final refusals will always be made by human officers. Also, the department notes that AI tools will not refuse applications or recommend refusals.
The “experimental” category includes more advanced analytics. These may be used to study immigration trends or predict how immigration could affect Canada’s economy.
IRCC also stressed that it is not planning to introduce fully autonomous AI systems. According to the strategy, AI tools will always be supervised to ensure they operate correctly and follow existing laws and guidelines.
