IRCC widens the scope for work permit holders to study in Canada. Sean Fraser, the minister of IRCC, brought forth a new temporary initiative that will abolish the limitation on the study program’s length. This will apply to the temporary foreign workers enrolling in these programs without a study permit.
Through this policy, IRCC acknowledges that foreign workers may encounter restrictions on the kinds of study programs they are permitted to enroll in. This implies programs that are essential to progress their education and training to grow in their professions.
Foreign workers may previously work while they studied, but only in programs lasting six months or less. They would need to apply for a different study visa if they intended to register in a lengthier program. This has been a barrier for international workers who want to enhance their education and training. This is especially for those who need to authenticate their foreign credentials through specific programs.
The duration of the new interim measure is three years. There are no limitations on the length of the program. Also, foreign workers with valid work permits may enroll in classes full- or part-time.
On June 27, 2023, the interim measure will be applicable to everyone with a valid work permit or who is awaiting word on an extension. However, foreign workers must apply for a study permit if they wish to continue their studies through the expiration of their work permit.
The policy will increase the employment opportunities available to foreign nationals. Additionally, it will increase their chances of making a move to a permanent residence by raising their Comprehensive Ranking Score. They can enhance their score by furthering their education or accumulating relevant work experience.

Sean Fraser further claimed that they hope to upgrade foreign nationals by introducing this new policy. This implies that they will be able to enhance their skills to fulfill their dreams and objectives. Meanwhile, they will also have the potential to become a talent source for the Canadian labor market.
He further stated that removing barriers concerning skill development would open the door for a rising number of skilled doctors (internationally trained) and nurses. Moreover, they will be able to take great care of patients and the overall healthcare system.
He added that the government is also carving a path for construction laborers to transform into tradespeople. Additionally, they will be able to solidify their communities and create new homes.
Overall, this measure will enable employers, employees, and the economy to gain their full potential by combating labor shortages.
