Manitoba and Alberta have started issuing PALs to international students who are accepted into their schools.
The two provinces, recognizing the importance of international students, have initiated issuing PALs to those who have secured admission in their respective provinces. The Designated Learning Institutions (DLIs) are now issuing the Provincial Attestation Letters in their jurisdictions. These are the sole Canadian schools with the authority to accept international students.
No other information concerning the number of PALs distributed to each province or the allocation process is evident.
Manitoba and Alberta have started issuing PALs – Attaining a PAL in Alberta
As of March 1, Alberta has taken a significant step by commencing the issuance of Provincial Attestation Letters. Although detailed information about the system is not yet available, the provincial government’s website states that post-secondary DLIs will now require PALs from international students who have been accepted into their institutions. The government encourages students to reach out to their respective educational institutions’ registrar for further information and to address any queries they may have.
In order to request a PAL via a DLI, international students must prove before their DLI that they intend to study with them in the future. For instance, closely examining the specific DLI pages across the province, such as the Universities of Alberta and Calgary, reveals that for a DLI to qualify for requesting a PAL from Alberta’s government, students must submit a deposit and consent to their admission offer.
Most universities in Alberta will inform the students about the availability of PAL for download via email to submit their study permit application.
The process of acquiring a PAL in Manitoba
The immigration department’s formal webpage states that Manitoba’s government has begun granting PALs to international students from March 4, 2024, onwards. Similar to Alberta’s functioning, Manitoba will deliver the PALs via DLIs across the province. International students looking forward to obtaining a PAL through Manitoba’s government will also need to submit a deposit to their choice of DLI. The school can only request a PAL for the students after they submit the deposit.
For instance, the University of Manitoba confirms that it will demand a non-refundable tuition fee of $2,000 CAD via credit card before it sends a PAL application for the student. They must pay the tuition fee within ten business days from the time of deciding on a student’s application.
Other DLIs in the province might access various requirements when requesting a PAL for the students. Therefore, international students must examine the requirements in detail with their selected school’s registrar before submitting the application.
