Manitoba Holds A New Immigration Draw For Skilled Workers

Manitoba holds a new immigration draw for skilled workers. On April 17, 2025, the Manitoba Provincial Nominee Program (MPNP) issued Letters of Advice to Apply (LAAs) to candidates under its Skilled Worker Overseas stream.

This draw focused on individuals invited directly by the MPNP through a strategic recruitment initiative, part of the province’s ongoing efforts to address labour market demands with targeted international talent.

In total, over 27 LAAs were issued. Applicants needed to meet the full eligibility criteria of the Skilled Worker Overseas stream, as well as the following draw-specific conditions:

  • They must have received a direct invitation under a strategic recruitment initiative.
  • They needed to have a minimum EOI ranking score of 621.

Additionally, the MPNP confirmed that it invited individuals who had declared themselves fully licensed in regulated occupations and were currently employed in Manitoba. This step reflects the province’s preference for candidates who are not only qualified on paper but already integrated into the local workforce.

Out of the total applicants invited, three individuals also declared valid Express Entry profiles and included job seeker validation codes. These candidates could benefit from an expedited path to permanent residency through Canada’s Express Entry system if nominated.

It’s important to note that LAAs function similarly to invitations to apply (ITAs) used in other provincial programs, though terminology may vary from one PNP to another.

Understanding Manitoba’s Strategic Recruitment Initiatives

Manitoba holds a new immigration draw for skilled workers. The province’s strategic recruitment initiatives are designed to help employers fill urgent and ongoing labour shortages by recruiting skilled international talent.

To participate in these initiatives, employers must first meet the eligibility criteria for the roles they are hiring for. They must also complete the province’s ABC Recruitment Process to qualify for participation.

Once an employer is approved, they may submit candidate profiles directly to Manitoba Employer Services. These candidates must still meet the Skilled Worker Overseas stream requirements and demonstrate a genuine intent and ability to settle permanently in Manitoba.

To be eligible for strategic recruitment consideration, applicants must fulfill all of the following criteria:

  • Be between 21 and 45 years old (exceptions may be made if requested by the employer).
  • Have completed post-secondary education if required by the employer or occupation. Some pilot projects may accept on-the-job training.
  • Possess a minimum of two years of full-time, relevant work experience within the last five years.
  • Meet minimum language requirements, based on job classification:
    • For TEER 0, 1, 2, or 3 jobs: CLB 5 in all areas.
    • For TEER 4 or 5 jobs: CLB 4 in all areas.

All applicants must score at least 60 points on the MPNP assessment grid. Those willing to settle in rural Manitoba or outside the Winnipeg Metropolitan Region are generally prioritized.

Applicants with strong ties to other provinces may face additional scrutiny, as Manitoba seeks candidates with high retention potential.
