Manitoba Hosts The First Skilled Workers Draw In August

Manitoba hosts the first skilled workers draw in August under the Manitoba Provincial Nominee Program (MPNP).

The invitations were issued to candidates who met specific eligibility requirements, including relevant skilled work experience, competitive scores, and active participation in targeted strategic recruitment initiatives.

MPNP Draw Overview

On August 7, the MPNP carried out Expression of Interest (EOI) Draw #251 under both the Skilled Worker in Manitoba and Skilled Worker Overseas pathways.

A total of 37 Letters of Advice to Apply (LAAs) were issued to foreign nationals meeting the set requirements.

To qualify for this draw, candidates needed to:

  • Achieve a minimum score of 724 on the MPNP’s unique assessment system.
  • Receive a direct invitation from the MPNP through one of its strategic recruitment initiatives.

The breakdown of the 37 LAAs issued in this round is as follows:

Of the total, seven candidates also had valid Express Entry profile numbers and job seeker validation codes.

Why Some Candidates Miss Out On Invitations?

Manitoba hosts the first skilled workers draw in August. The MPNP clarified that even candidates meeting or surpassing the draw’s score cut-off may not receive an LAA if there are errors or missing details in their Expression of Interest. Common reasons include:

  • Claiming to have completed an approved language test but failing to provide a valid test number, or submitting results that had expired by the draw date.
  • Indicating a direct invitation via a strategic recruitment initiative but not including a valid invitation number in their application.

Understanding Manitoba’s Strategic Recruitment Initiatives

Strategic recruitment initiatives are specialized programs, i.e., either employer-led or community-driven that allow Manitoba to target candidates with skills that are in high demand within the province.

These initiatives play a key role in bridging persistent labour gaps by connecting local employers with qualified foreign nationals, who in turn gain a viable pathway to Canadian permanent residence (PR). 

Employer participation involves meeting the province’s recruitment standards, including Manitoba’s ABC Recruitment Process. Once approved, employers can submit qualified international candidate profiles to the MPNP’s Employer Services team for consideration.

Candidate eligibility goes beyond general MPNP requirements, including:

  • Meeting language proficiency benchmarks
  • Possessing relevant work experience
  • Holding the necessary educational qualifications
  • Meeting any age criteria for the selected stream

However, applicants with stronger ties to other Canadian provinces or territories through prior work or study may be seen as less likely to remain in Manitoba long-term. This could lead to refusal at the Employer Services or MPNP stage. The program reviews such cases individually before making a final decision.
