Manitoba Invites More Skilled Workers For Provincial Nomination

Manitoba invites more skilled workers for provincial nomination. Applicants were invited by the Manitoba Provincial Nominee Program (MPNP) based on their skilled work experience, applicant ranking scores, and participation in special initiatives.  

MPNP Draw Results 

Manitoba invites more skilled workers for provincial nomination. On May 29, the MPNP held a draw under its Skilled Worker Overseas stream, issuing 30 Letters of Advice to Apply (LAAs) to applicants who can apply for provincial nomination. 

In order to be considered for this draw, applicants needed to have: 

  • A minimum score of 606, based on the MPNP unique scoring system 
  • Been invited to submit an applicant profile to the MPNP via a strategic recruitment initiative

Of the 30 LAAs issued in this draw, five were issued to applicants who also had an active Express Entry profile as well as a job seeker validation code.

The MPNP advises that if an applicant had a score higher than the cut-off for this draw but did not obtain an LAA, it might be because: 

  • The applicant indicated that they had taken an approved third-party language test but did not provide a valid test number in their Expression of Interest (EOI), or their test results were no longer valid at the time of the draw.
  • The applicant indicated that they had obtained an invitation to submit a candidate profile to the MPNP via a strategic recruitment initiative but did not provide a valid invitation number in their EOI.

Strategic recruitment initiatives are special employer-led processes that allow employers in Manitoba to nominate foreign individuals who have work experience and critical skills that are in short supply in the province. 

These initiatives allow employers to fill persistent labor gaps while also allowing foreign nationals the opportunity to gain permanent residence

The MPNP So Far In 2025

Like all other Provincial Nominee Programs (PNP), the MPNP has seen its provincial nomination allocation halved compared to previous years – a consequence downstream of IRCC’s decision to halve the cumulative landings targets for PNPs in 2025. 

This year, the MPNP’s provincial allocation is 4,750 nomination spots. Based on monthly data available on the MPNP’s website, it has already issued over 1,840 nominations thus far in 2025. 

This implies that throughout the remaining seven months of the year, the MPNP will likely only issue 2,910 more nominations.

It should be noted, however, that some provinces have been successful in raising their provincial allocation level to a level that is in line with previous years through negotiations with the federal government.
