Manitoba invites skilled workers in the first draw of November, i.e., on November 6, the Manitoba Provincial Nominee Program (MPNP) held its first immigration draw of the month, inviting nearly 50 skilled worker candidates to apply for a provincial nomination for permanent residence in Canada.
Candidates were selected under the Skilled Worker Stream for declaring that they were invited by the MPNP through a strategic recruitment initiative.
So far, Manitoba has conducted 22 immigration draws in 2025.
Draw Results
In this first November draw, the MPNP issued a total of 47 Letters of Advice to Apply (LAAs) to candidates through both of the Skilled Worker Stream categories:
- Skilled Worker in Manitoba
- Skilled Worker Overseas
Out of the 47 invitations issued, 10 candidates had a valid Express Entry profile and a job seeker validation code.
Below is the distribution of LAAs issued to candidates who received an Invitation to Apply (ITA) under different strategic recruitment initiatives:

Candidates who received an ITA under a strategic recruitment initiative also receive 500 points in their Expression of Interest (EOI) profile, giving them a better chance of being selected for nomination.
The MPNP also mentioned that if a candidate met the selection criteria but did not receive an LAA, it may have been because:
- They claimed to have completed an approved English or French language test but did not enter a valid test number, or the test results had expired.
- They said they were invited through a strategic recruitment initiative but did not provide a valid invitation number.
Additionally, even though this draw included candidates working in regulated occupations with full Manitoba licensure, the MPNP might refuse applications that do not include proof of completing all licensing requirements or those not actually working in such regulated fields.
Increased Nomination Allocations For 2025
Earlier in January, the federal government reduced the nomination allocations for most Provincial Nominee Programs (PNPs) by 50% compared to 2024 levels.
However, after continued discussions with the federal government, Manitoba successfully secured an increase in its nomination spaces for 2025.
In October, the province announced it received an additional 1,489 nomination spots, raising its total allocation for 2025 to 6,239. This means Manitoba recovered about 65% of its 2024 allocation of 9,500 nominations.
Manitoba was not the only province to get additional nomination spaces in 2025. Several other provinces and territories, except Ontario and Prince Edward Island, also received higher allocations after similar negotiations.
Future Immigration Plans
On November 4, the federal government released its 2026–2028 Immigration Levels Plan, which aims to increase permanent resident admissions targets by 66% for 2026.
This increase will allow the province to welcome more skilled workers and strengthen its workforce through the MPNP, helping meet local labour market needs while supporting immigration growth in the region.
