Manitoba Issues Invitations Under The Skilled Worker Streams

Manitoba issues invitations under the Skilled Worker streams, i.e., the province has invited over 900 skilled workers to apply for provincial nomination in its latest Manitoba Provincial Nominee Program (MPNP) draw.

The invitations were issued on September 18 under the Skilled Worker in Manitoba and Skilled Worker Overseas pathways. Candidates were selected through targeted recruitment initiatives and a temporary federal public policy supporting work permits.

Manitoba PNP Draw Highlights

In this draw, the MPNP issued a total of 911 LAAs to skilled worker candidates.

Unlike many other draws, the province did not release a minimum score requirement. Instead, candidates were invited based on their eligibility under specific recruitment initiatives or the temporary policy that allows work permits for provincial nominee program candidates.

Breakdown Of Invitations

Invitations were issued through both the Skilled Worker in Manitoba and Skilled Worker Overseas pathways, with selections tied to either strategic recruitment initiatives or the temporary public policy supporting work permits under the MPNP.

Although the province did not share the exact LAA distribution between the two pathways, it did release a breakdown according to the specific recruitment initiatives or the temporary public policy through which candidates qualified:

Strategic Recruitment Initiatives LAAs Issued
Employer Services 18
Francophone Community 24
Regional Communities 18
Ethnocultural Communities 4
Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates 847

Of the total, 341 invitations went to candidates who had valid Express Entry profile numbers and job seeker validation codes.

Majority Of Invitations Tied To Temporary Policy

Over 90% of the LAAs in this draw were issued to individuals benefiting from a temporary public policy introduced by Immigration, Refugees and Citizenship Canada (IRCC).

This policy allows eligible candidates already living and working in Manitoba to obtain an open work permit while they pursue permanent residence through an MPNP stream. To qualify, individuals must be in the MPNP expression of interest (EOI) pool and meet additional conditions set by the province and IRCC.

Why May Some Candidates Not Have Received An LAA?

The MPNP clarified that invitations were limited to Skilled Worker candidates who qualified through a strategic recruitment initiative or the temporary public policy for work permits.

Even if a candidate met the draw’s basic requirements, they may not have received an invitation due to factors such as:

  • Providing language test results in their EOI but not including a valid test number, or submitting expired results.
  • Declaring they had a direct invitation through a strategic recruitment initiative but failing to provide a valid invitation number.

These issues highlight the importance of ensuring accurate and up-to-date information when submitting an expression of interest.

Role Of Strategic Recruitment Initiatives

As Manitoba issues invitations under the Skilled Worker streams, let us discuss the role of strategic recruitment initiatives as well.

Well, strategic recruitment initiatives are partnerships between Manitoba and employers or communities to fill long-term labour market needs. Through these initiatives, the province can invite foreign nationals with skills in demand & offer them a pathway to permanent residence.

Employers participating in these initiatives must meet Manitoba’s recruitment requirements, while candidates are assessed based on work experience, education, language skills, and their potential to successfully settle in the province.

By leveraging both strategic initiatives and temporary policies, Manitoba continues to align immigration with its workforce needs.
