MPNP’s first December draw focuses on Manitoba candidates, i.e., on December 5, 2025, the Manitoba Provincial Nominee Program (MPNP) invited almost 185 people to apply for a provincial nomination. This was the province’s first invitation round for December.
The MPNP sent invitations through the Skilled Worker Stream. Candidates were chosen from the Skilled Worker in Manitoba pathway and the Skilled Worker Overseas pathway.
Draw Summary
A total of 184 Letters of Advice to Apply (LAAs) were issued in this draw.
This is the largest number of LAAs issued in one draw since October 9, 2025.
Candidates were considered from both the Skilled Worker in Manitoba and Skilled Worker Overseas pathways if they showed that they had been directly invited by the MPNP through a strategic recruitment mission.
Since June 2025, the MPNP has mostly focused on candidates who were selected through these recruitment activities. This draw continued that pattern.
Below is the distribution of LAAs for candidates who said they received an Invitation to Apply (ITA) through a strategic recruitment initiative:

Out of the 184 invitations in Expression of Interest (EOI) Draw #259, 61 candidates had a valid Express Entry profile number and job seeker validation code.
Most LAAs went to candidates under the Temporary Public Policy (TPP), which allows open work permits (OWPs) for people who may become provincial nominees in Manitoba or Yukon.
Special Two-Year Work Permit Opportunity
MPNP candidates need a Manitoba Support Letter to apply for this special two-year open work permit. The province will accept Support Letter applications until December 16, 2025, at 12:59 a.m. EDT.
Once a candidate has the Manitoba Support Letter, they can apply for a work permit through Immigration, Refugees and Citizenship Canada (IRCC).
The deadline to submit these work permit applications is December 31, 2025, when the federal temporary public policy ends.
I Met The Criteria But Was Not Invited – Why?
The MPNP says some people who met the selection conditions did not receive an LAA because of the following issues:
- They reported that they completed an accepted English or French language test but did not enter a valid test number OR their test results had expired
- They claimed they were invited through a strategic recruitment initiative but did not give a valid invitation number.
What Is A Strategic Recruitment Initiative?
Strategic recruitment initiatives help Manitoba employers find skilled international workers to fill labour shortages.
Candidates are judged on factors such as:
- language skills
- work experience
- education
- age
- and the rules of the specific stream
Employers must meet job-specific requirements and follow Manitoba’s ABC Recruitment Process. After approval, they can send candidate details to Manitoba’s Employer Services division.
If a candidate has strong ties to another province, such as past work or study, Manitoba may believe the person will not settle permanently in the province. In such cases, Employer Services or the MPNP may refuse the application.
