This was the eleventh draw of the year, conducted by the Newfoundland and Labrador Office of Immigration and Multiculturalism (OIM). So far in 2025, the province has extended 2,946 ITAs to skilled candidates eager to live and work in the province.

ITA Requirements

To qualify for an invitation under the NLPNP or AIP, candidates must hold a valid job or job offer from an employer based in Newfoundland and Labrador.
Throughout this year, the OIM has prioritized Expressions of Interest (EOIs) that align with the province’s labour market needs and economic priorities.
- NLPNP applicants who receive an invitation are notified by email and can then submit their full application for provincial nomination through the Immigration Accelerator portal.
- AIP applicants, on the other hand, have their designated employers notified directly. Employers receive an official ITA confirmation letter through the same portal, which allows them to proceed with job offer endorsement.
For candidates outside Canada, an invite code from their employer is required before they can submit an EOI, except for those applying solely through the NLPNP and already residing in the province.
Background On Newfoundland And Labrador Immigration
For 2025, Newfoundland and Labrador’s provincial nomination allocation stands at 2,525 spaces, shared between the NLPNP and AIP. The majority of invitations continue to be allocated to the NLPNP.
Earlier this year, the federal government approved an additional 1,000 nomination spaces, allowing the province to expand its immigration intake to address ongoing labour shortages and support population growth. Moreover, most of this increase was dedicated to the NLPNP.
Meanwhile, the AIP maintains an endorsement cap of 475 spaces for 2025.
Since February, the province has used an EOI system that mirrors models in other provinces. This two-step candidate–applicant process allows employers and skilled workers to connect more efficiently, supporting both economic development and demographic goals.
