PNP invitations were recently issued by Canadian provinces Manitoba and Prince Edward Island last week. Excluding Quebec and Nunavut, other Canadian provinces function through their separate PNPs.
Canadian immigration programs differ from Quebec immigration programs. Moreover, Quebec is a unique province with authority over selecting economic class immigrants.
Provincial Nominee Programs holds a record of welcoming at least 105,000 permanent residents annually. This process began as early as 1998, with an increasing number of PNP admissions each year. Overall, the provincial and federal governments believe in the efficiency of PNPs in promoting economic growth apart from urban centers.
NOC 2021
With the recent implementation of NOC 2021, provinces didn’t hold too many draws because they are working on updating the changes. This means that Canadian provinces are matching up to the eligibility criteria according to the new NOC 2021 system. Additionally, IRCC recently adopted the recent NOC modifications. Consequently, provinces are steadily adopting the recent NOC changes to adjust the eligibility requirements, due to which the PNP draws have slowed down.
British Columbia conducted its weekly draws until October 12 under the BC PNP. However, it is likely to resume its weekly interests soon. The provincial point structure of the British Columbia Provincial Nominee Program is very similar to the Comprehensive Ranking System under Express Entry.
NOC skill level no longer exists as the TEER system recently replaced it. Hence, the occupation classification will now happen under the TEER system.
The following changes have occurred:
- The new TEER system allocated more points to Human Capital and economic factors. The Human Capital factor includes education, experience, skills, and an individual’s competencies. Additionally, the economic factors employment district, job offer, and income.
- Professional designations and language proficiency in French and English received additional points.
- Prior work or study experience outside metropolitan Vancouver will also get additional points.
PNP invitations- November 11 to 18
The recent PNP results are out for both Manitoba and PEI draws.
Manitoba
Manitoba issued invitations to 518 candidates under Manitoba PNP. However, the candidates receiving the invitations need to match the program’s eligibility criteria. Manitoba sent invitations to the following:
- Skilled workers in the province sent 177 invitations with a minimum score of 616.
- Skilled Workers Overseas issued invitations to 143 candidates with the least score of 703.
- Internal Education Stream also sent as many as 198 invitations with zero score requirements.
125 candidates, out of the total candidates who received invitations, had their Express Entry profiles. For all Expressions of Interest received before November 16, 2022, Manitoba shall continue their processing under NOC 2016. However, the evaluation of EOI’s received after November 16 will continue under NOC 2021.
Prince Edward Island- PNP invitations
PEI issued invitations to 141 candidates via the Labour and Express Entry streams, with 8 of them sent via the Business Work Permit Entrepreneur on November 17. Hence, the total number of invitations is equal to 149. Candidates need to score at least 62 under the Business Work Permit Entrepreneur Stream.
On November 3, PEI sent invitations to 39 candidates via the Labour and Entry Streams. Suppose candidates under Express Entry wish to receive a nomination by Prince Edward Island, they must apply for an individual EOI to the PEI Provincial Nomination Program.
Candidates with EOI profiles will receive their score based on the point grid system, similar to Express Entry’s CRS in which candidates with superior scores receive an ITA.
