Provincial nomination ITAs received by skilled workers through Nova Scotia and Saskatchewan. The two Canadian provinces sent the invitations through Provincial Nominee Programs.
A majority of Canadian provinces and territories function through PNPs, excluding Quebec and Nunavut. These programs further enable candidates to receive a provincial nomination. Permanent residence and provincial nomination greatly differ. However, the provincial nomination is the first step toward obtaining permanent residency from IRCC.
Provincial Nominee Programs are highly responsible for welcoming more than 105,000 permanent residents in Canada every year. The programs started long back in 1988, with consistent growth of PNP admissions. Moreover, it’s because of the shared faith of the provincial and federal governments in the productivity of PNPs in validating the economic development of Canada. And by this, we mean focusing on those specific regions with lesser populations.

Nova Scotia
Recently on November 8, Nova Scotia sent letters of interest via the stream of Nova Scotia Labour Market Priorities.
The immigration office in Nova Scotia didn’t reveal any information on the number of letters sent. Furthermore, it displayed the eligibility requirements for receiving a letter. They’re as follows:
- Candidates must choose French as their first official language, with a CLB of 10 or above for all French language aspects.
- Their second official language must be English, with a CLB score requirement of 7. This score applies to all language aspects of the English language.
- Besides these, they must have a prior Bachelor’s degree or a three-year program completed at a college, university, technical school, trade, or even an institute.
Suppose a candidate receives a letter and seeks to apply to a province. In that case, he must demonstrate his language proficiency through copies of language tests and other proof of education, including an ECA.
Saskatchewan
The Saskatchewan Immigrant Nominee Program had about 35 invitations sent to candidates on November 8. Saskatchewan sent these ITAs to 21 candidates under the Express Entry category, while it also sent 10 invitations under the category of Occupations-In-demand. Both categories shared a common interest of expression score of 69. Additionally, all candidates who received ITAs had their Educational Credential Assessments completed.
Moreover, this province even issued invitations to 4 candidates in Ukraine to help them amidst the Ukraine and Russia conflict.
The SINP draw took place for the first time since September 28. The newly updated NOC 2021 even led to a pause in the PNP draws. The updated NOC 2021 will reflect new parameters to bring in skilled workers via the Express Entry pathway.
