Quebec Imposed A Cap On Family Sponsorship Applications

On 26 June 2024, Quebec imposed a cap on Family sponsorship applications, which will have a significant impact till 25 June 2026.   

 The cap imposes a limit of 13,000 applications over this period:  

  • 10,400 for spouses, common-law spouses, and dependent children aged 18 and up.  
  • 2,600 for fathers, mothers, grandfathers, grandmothers, or other eligible relatives.  

 Once this cap has been reached, the Ministère will stop accepting applications. 

 Moreover, this cap does not apply to:  

  • A sponsor’s dependent minor child  
  • Minor children the sponsor wants to adopt  
  • An orphaned minor child of the sponsor’s brother, sister, nephew, niece, grandson, or granddaughter  
  • A sponsor’s adult child who is dependent on a parent because of any kind of disability 

 In addition, Quebec imposed a cap on Family sponsorship applications. Therefore, to be exempt from the cap, the person being sponsored cannot be married or in a common-law relationship.  

This cap does not limit applications to add a dependent of the sponsored person already covered by an application or to add a dependent to a sponsored person awaiting admission as a permanent resident after an approved application.  

The Ministère will announce once the cap has been reached. Moreover, if the Ministère obtains any non-exempt applications after the cap has been reached, it will return them without processing them or charging an application fee.  

Quebec premier François Legault has previously attributed the province’s housing crisis to the influx of temporary residents.
