Quebec revealed the immigration targets for 2024 and 2025 on November 1, 2023. Francois Legault, the MIFI minister, and the French language minister, declared the Immigration Target Levels or Quebec plan for 2024 immigration. They even outlined the guiding principles of the Quebec Immigration Plan for 2024 and 2025.
The Quebec government also seeks to increase the number of Francophone speakers in 2024 and 2025. It also plans to raise French language awareness among newcomers by implementing Francisation Quebec.
These initiatives include choosing candidates with French language proficiency. As a result, it will motivate younger newcomers to arrive in Quebec to end or at least reduce the declining effects of an aging population in the province. Furthermore, it will lead to the retention and integration of newcomers in each province.
Quebec revealed the immigration targets for 2024 and 2025 – Annual immigration
The Quebec government has confirmed to sustain the immigration number with 50,000 Quebec admissions annually. This will become a part of the current admissions of immigrants as a part of the Quebec Experience Program.
The ongoing admissions indicate that people will participate in the PEQ while they submit their immigration PR applications. Also, IRCC will determine and review their applications without acknowledging the yearly provincial targets.
According to the guiding principles, most provincial immigration will occur through the economic immigration category. This category’s admissions will stand firm at 31,950 in 2024 and 2025.
In addition, skilled workers will contribute significantly to economic immigration. The target for economic immigration rise a bit from 30,650 to 31,500 in 2024 and 2025, respectively.
The business category’s admission immigration targets will rise from 1,250 to 1,450 in 2024 and 2025, respectively.
Family Class immigration levels will remain firm at 10,400 admissions every year.
French language requirement
The government also assured the enforcement of regulatory amendments that encourage Francophone culture and make French essential for economic programs. The Quebec government aims to seek a French language 4 Oral knowledge of the Temporary Foreign Worker Program’s employees.
However, the agriculture workers will face an exception regarding French language proficiency.
Workers qualifying for this exception include those seeking renewal by their Quebec Acceptance Certificate after residing and working in the province for over three years.
The government has selected to reveal the Immigration Levels Plan for the upcoming two years. This indicates that they haven’t outlined any plan for four years but only two to evaluate the entire scenario. In addition, it will affect the new initiatives while ensuring the significance of the French language.
Overall, the immigration plan represents the objective of the Quebec government to utilize provincial immigration. This initiative will respond to labor market requirements and assist economic development.
