Quebec Skilled Workers can apply for an open work permit

A new immigration pathway has been added to the list which will target foreign skilled workers to apply for Canadian permanents.

The new work permit introduced is the International Mobility Program Plus which is designed for applicants who have received a selection certificate from the province of Quebec.

 This is an initiative by the Government of Quebec to minimize the gap of labor shortage and increase the number of immigrants coming to the province.

The country is facing a massive issue of labor shortage and is trying to revive its economy through various immigration programs.

The Immigration Minister of Canada accepts that the province of Quebec is facing the issue of labor shortages and the addition of new foreign skilled workers can only resolve this problem.

Earlier, the applicants selected by the province of Quebec had to wait to get the response of Canadian permanent residents to reside and work in the province of Quebec.

But with the introduction of IMP+ applicants can now directly move to the province to work if they have received the certificate from Quebec

The following are the eligibility criteria for getting an IMP+ work permit

  • The applicant needs to reside outside Quebec during the time of submitting the application 
  • Must possess a certificate from the province of Quebec either under the category of Permanent Immigration Pilot Program or Regular Skilled Worker Program for professions related to visual effects.
  • The applicant must have received an invitation for a work permit from the de la Francisation et de I’Intégration and the Ministère de I’Immigration.
  • Once the application is approved, the applicant will be offered a profession-specific work permit whose validity will be for a maximum time period of 36 months.

The Government will admit a total of 14,700 qualifying applicants under the category of IMP+ whereas a total of 7,350 qualifying candidates will be invited in the following year.

The IRCC opened the category of bridging open work permits last year. This gave them the opportunity to work simultaneously while they wait for the response of the Canadian permanent resident.

In this process, a mutual decision is taken by the Government of Canada as well as the Government of Quebec.

The role of the Government of Canada is to either approve or deny the application for Canadian permanent residence.

Whereas the role of the Government of Quebec is to target and select potential immigrants.

With the introduction of IMP+ the applicants applying for the Quebec immigration avail themselves of getting their applications processed faster.

Whereas applicants applying for any other province’s PNP only get eligible for a work permit.

In the last year, twenty-five thousand foreign skilled workers were admitted in the province of Quebec which is equal to two times the number of foreign skilled workers admitted in 2020.
