Quebec’s immigration program for French-speaking immigrants

Quebec’s immigration program is a new idea by the province to help Francophone immigrants in Canada obtain Canadian permanent residence. Additionally, the new immigration program will focus on French-speaking immigrants from CEGEP colleges and universities. Temporary workers residing in the province will also be under its target.

Significance of Quebec’s history of immigration different from Canada

People know that Quebec has its own immigration plans and program but to understand it completely, one needs to look into detail about the reason behind its control over immigration programs. Presently, Quebec’s immigration largely depends upon the accord between Canada and this province. Consequently, Quebec has the freedom to control its selection of skilled worker immigrants and build its own criteria for the same.

The province introduced its independent immigration ministry in 1968. Therefore, Quebec has always tried to gain more autonomy because of its wish to sustain its official French language across the province.

The province’s immigration minister also believes that Canada must make French a mandatory language. Lately, in November, Frechette, Quebec’s immigration minister, made it clear that they will need to increase Francophone immigrants to sustain the French language.

Reportedly, Canada wasn’t successful in attaining as much control as it needed over its immigration system. However, it is putting immense effort into modifying its selection parameters to welcome more Francophone immigrants.

Focusing on Francophone immigrants

The introduction of Bill-96 was also an initiative to sustain French language speakers. Hence, the Bill-96 law states that the immigrants will receive only six months to learn the French language. This bill is crucial because most government services are available only in the French language.

Since Quebec displayed its wish to have complete control over its immigration and its accord with Canada, the province can no longer request the federal government to focus on French-speaking immigrants for Canadian PR.

Hence, the province will have to independently streamline things for its new immigration program. It will have to sort things out to align with its specific goals without taking further help from the Canadian government.
