Sudbury unveils employers for rural and francophone PR pilots.
Under these community-driven programs, foreign nationals who meet all eligibility requirements and secure a valid, community-endorsed job offer from a designated employer can apply for Canadian permanent residency (PR).
Greater Sudbury is one of the few communities in the country to run both pilots side by side. According to the latest figures, Sudbury has received 525 nomination slots for the RCIP and 45 slots for the FCIP for the 2025 intake year.
As Ontario’s largest city by land area, Greater Sudbury’s RCIP and FCIP boundaries include surrounding towns and smaller communities such as Killarney, St. Charles, and Noelville, extending more opportunity to newcomers ready to build a life in Northern Ontario.

Greater Sudbury also lists Arts, Culture, Recreation and Sport as a priority sector for the FCIP. However, no designated employers in this sector have been named at the time of writing.
Why Designated Employers Matter For RCIP And FCIP?
Both the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP) are community-led programs designed to address labour shortages and strengthen smaller communities by attracting skilled newcomers.
For the RCIP, foreign workers must secure a job offer from a designated employer in a participating rural community. The position must also match one of the priority occupations outlined by the community.
The FCIP, meanwhile, focuses on boosting Francophone populations outside Quebec. Eligible candidates must have a valid job offer from a designated employer within a Francophone community’s priority occupations list.
To qualify for either pilot, candidates must meet additional requirements, including:
- Demonstrating relevant work experience or qualifying as an international graduate.
- Meeting language proficiency standards—for the FCIP, this means at least NCLC 5 in all language abilities in French.
- Showing they have the right educational credentials.
- Proving they have enough settlement funds to support themselves and any accompanying family.
Candidates who meet all these requirements and secure a community certificate of recommendation can then apply to the federal government for Canadian permanent residency.
Greater Sudbury’s announcement follows just weeks after the city unveiled its updated list of priority sectors and in-demand occupations for both pathways. By supporting local employers in priority industries—from health and education to trades, finance, and beyond—Sudbury hopes to strengthen its communities and attract new residents ready to settle and build a future in Northern Ontario.
