Know the latest details about IRCC’s Trusted Institutions Framework and its availability for colleges and universities in Canada in 2024.
According to the latest reports by ICEF, IRCC is looking forward to enhancing Canada’s International Student Program’s integrity. The department will be doing so through the study permit’s two-tier model.
Designated Learning Institutions that successfully fulfill the parameters of IRCC’s Trusted Institutions Framework will have an advantage. This implies that these DLIs will experience expedited study processing for international students who get enrolled in these institutions. A DLI indicates that the provincial and territorial government has offered to enroll international students.
The latest details about IRCC’s Trusted Institutions Framework
According to ICEF notes, it is evident that IRCC has decided to keep the details of this framework confidential. However, it has clearly specified that the framework will require examining the DLIs based on several factors. These factors include being reliable collaborators concerning the admissions, the authenticity of genuine students, and assessing and reporting their conformity. Moreover, it offers a secure environment for all international students.
The latest news claims that the DLIs must submit certain data to IRCC to earn a reputation as a Recognized and Trusted institution.
IRCC proposed the following parameters for DLIs:
- Retention rates – This implies the figure of international students in a multi-year study program who continue to sustain their initial study program after completing their first year in Canada.
- Accurate completion rate of programs – A share of international students who can finish the study program length as per the official length. For instance, completion of a four-year bachelor’s degree within this regulated time or maybe less than this.
- Revenue share derived from international tuition – The overall percentage of tuition revenue of DLIs that is obtained through international student tuition.
- International students who receive scholarships from countries with less development – The international students who get these scholarship awards belong to the list of the least developed countries. The overall value attached to the dollar and share of the scholarships and grants.
- Funding provided to international students – The complete value of the targeted assistance associated with the international students. The value must be determined per international student. Also, the average international student tuition. The funding support includes career, employment counseling, and immigration counseling, along with mental health services.
- DLI-administered housing for international students – The accurate number of international students who reside in housing governed by these institutions (DLIs).
- The ratio between students and teachers – The top ten courses with the maximum international student enrollment and the ratio between students and teachers for these courses.
ICEF further elaborated that the different data sources will directly come through the Canadian government. This data will revolve around study permit approval rates, the native country, and outcomes related to post-graduation. These outcomes could include shifting to the Post-Graduation Work Permit. Additionally, ICEF also claims that IRCC is keen on gathering and assessing the data from all DLIs in the upcoming months. Furthermore, the department plans to prepare a proper list of Trusted Institutions in 2024 springtime.

This is largely due to its high education quality standards, enriching lifestyle, affordable education, work opportunities while studying, etc. As a result, there has been an increasing number of international students. Canadian International Student Program integrity – What does Canada plan?
Marc Miller recently stated that the country will welcome 900,000 international students in 2023. Currently, Canada is undergoing a housing crisis. The Canada Mortgage and Housing Corp requires Canada to create 5.8 million new homes to manage the housing issue toward the end of 2022.
However, the federal government seeks to restrict the figure of international students arriving in Canada for education purposes. The government also aims to increase the advantages of Canada’s International Student Program. It will limit the number of international students coming to Canada. This initiative will align with the Trusted Institution Framework.
