Three Canadian provinces invited PNP candidates for nomination, including British Columbia, Prince Edward Island, and Saskatchewan. The Provincial Nominee Program provides a chance to all provinces or territories, except for Quebec and Nunavut, to issue invitations to a specific number of candidates to request for a provincial nomination. Three Canadian provinces invited PNP candidates for nomination – the results between October 13 and 27
British Columbia
British Columbia issued invitations to more than 152 candidates on October 17 under the British Columbia PNP. The province conducted four separate draws; the largest draw was a general one without a targeted occupation. The candidates in this draw belonged to the Skilled Worker, International Graduate, and Entry-Level and Semi-Skilled Streams.
Skilled Workers need to score a minimum SIRS score of 111. Meanwhile, the International Graduates required a score of 113, and Entry and Semi-Skilled candidates needed a score of 91.
The rest of the three draws focused on candidates with work experience in the Skilled Worker and International Graduate categories in certain professions. All the candidates wanted to obtain a score above 60.

On October 24, 2023, British Columbia had four targeted draws and invited candidates under the International Graduate Categories and Skilled Worker.
The most significant draw for candidates occurred for those in Tech occupations, issuing 101 invitations. The minimum score was 90.
The remaining three draws showed similarity to the previous week, with a minimum score of 60.

Saskatchewan
Saskatchewan conducted its draw for the first time since August. The province issued invitations to 99 candidates on October 23. The candidates issued ITAs 40 candidates in the Occupation-Demand Category. It even sent 59 invitations to Express Entry candidates.
These draws targeted NOC codes and candidates had to fulfill Educational Credential Assessments, while the minimum score was 84.
Prince Edward Island
The PEI Provincial Nominee Program was held on October 19. Prince Edward Island issued invitations to 102 candidates under the Labor and Express Entry. Critical Workers were considered, and invitations were issued to those under Express Entry and to those who work under an employer in PEI. The minimum score was 55.
The Business and Entrepreneur Stream invited two candidates with the lowest EOI score of 80. PEI issued a total of 2,464 invitations via the Labor and Express Entry Stream in the previous twelve months. It indicates a total of 97 percent of invitations.
PNP allocations with respect to IRCC’s outlined principles
IRCC works mutually with the provinces for immigration. The department distributes a fixed number of nominations to provincial governments. The governments further utilize the allocations to send invitations to candidates who would like to be an integral part of the province’s economy. Only the immigrants under economic class fall under the PNP category.
IRCC recently published its guiding principles explaining the allocations of these nominations with respect to every province. The department even assesses the number of candidates, the retention rate and those new immigrants arriving annually.
Furthermore, the department requires provincial or territorial feedback to better perceive their immigration and economic requirements. It will be essential to alter the number of nominations per requirement.
These guiding principles helped in the significant introduction of the PNP multi-year level plan for the first time. Earlier, provinces received allocations only one year before the actual introduction. As a result, infrastructural challenges related to housing, healthcare, and settlement services emerged.
The Immigration Levels Plan comprises PNP as the most significant share of economic immigration targets. The plan laid out the number of permanent residents that Canada planned to bring forth over the following three years.
2023 to 2025 outlined the maximum targets in the history of IRCC, accelerating to nearly 500,000 total admissions. These included 117,000 PNP admissions annually toward the end of 2025.
Express Entry PNP-only draw
IRCC conducted an Express Entry draw for 1,548 candidates on October 24. These candidates also had provincial nominations, with a CRS score of a minimum of 776 points.
The PNP-only draws tend to have higher CRS scores because Express Entry candidates with a provincial nomination had a CRS score of 600 points. For a majority of candidates, the score is more than the usual CRS score.
