Two Canadian provinces issued ITAs in the latest PNP draws. The Provincial Nominee Program was introduced in 1998, allowing territories as well as provinces to share immigration responsibilities with the federal government, thus promoting the advantages of immigration across Canada.
While getting a provincial nomination doesn’t automatically grant permanent resident status, it significantly boosts a candidate’s application by adding over 600 Comprehensive Ranking System points for Express Entry candidates, thus making an invitation to apply (ITA) in the future draws far more certain.

Newfoundland & Labrador Nears Maximum Provincial Allocation
Two Canadian provinces issued ITAs in the latest PNP draws. However, in the press release on October 8, 2024, Newfoundland & Labrador’s Department of Immigration, Population Growth & Skills announced that it had used almost its entire allocation of provincial nomination for the year 2024.
Every year, IRCC sets a target for the overall number of permanent residents who will come to Canada in the annual Immigration Levels Plan. This includes those who will come through the PNP.
This target is broken down into a specific allocation of nominations for each participating province and territory.
Every province gets a different allocation of nominations to select economic immigration candidates. The allocation is based on several factors. The factors include labor force needs and a province’s ability to support an increased population.
As a response to the limited allocation available, Newfoundland and Labrador’s immigration department will prioritize applications in sectors facing labor shortages, such as healthcare, early learning, and construction, for the remainder of the year.
The department has stated they will continue to process applications for individuals with extenuating circumstances.
Other applications will continue to be accepted under the Newfoundland & Labrador Provincial Nominee Program & the Atlantic Immigration Program. Moreover, the department has advised that the 25-day processing standard for the NLPNP will resume in January 2025.
