Manitoba PNP Invites Skilled Workers On Special Work Permits

Manitoba PNP invites skilled workers on special work permits, i.e., the province invites 29 skilled worker candidates under the Skilled Worker Stream of the Manitoba Provincial Nominee Program (MPNP). Most of these candidates are already working in the province with facilitated work permits.

All invitations were issued through the Skilled Worker in Manitoba and Skilled Worker Overseas categories, based on direct invitations sent by the MPNP under its active strategic recruitment initiatives.

Results Of The Latest MPNP Draw

On October 31, 2025, Manitoba conducted a new draw under its Skilled Worker Stream, issuing 29 Letters of Advice to Apply (LAAs) to qualified candidates.

These LAAs were sent to individuals who had received an Invitation to Apply (ITA) through one of the following strategic recruitment initiatives:

Strategic Recruitment Initiative LAAs Issued
Employer Services 4
Francophone Community 3
Regional Communities 2
Ethnocultural Communities 1
Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP) 19

Among the 29 total invitations, 9 candidates had declared a valid Express Entry profile number and job seeker validation code.

The MPNP clarified that some eligible candidates who submitted an Expression of Interest (EOI) may not have received an invitation for reasons such as:

  • Missing or invalid third-party language test numbers
  • Expired language test results
  • Invalid invitation number under a strategic recruitment initiative

Manitoba’s Focus On Strategic Recruitment In 2025

This year, Manitoba has been focusing its draws on strategic recruitment initiatives to meet the province’s most urgent workforce demands. These initiatives help the province connect directly with skilled workers through employer and community partnerships.

Through this system, the MPNP collaborates with employers, regional organizations, and cultural communities to identify and invite candidates who can easily adapt and settle in Manitoba.

Temporary Public Policy For Open Work Permits

This draw also highlights Manitoba’s continued priority on candidates eligible under the Temporary Public Policy (TPP). This policy allows prospective provincial nominees in specific provinces to receive open work permits (OWPs), thus making it easier for them to stay and work in Canada while their PR application is being processed.

The TPP is jointly supported by Immigration, Refugees and Citizenship Canada (IRCC) and the Government of Manitoba, ensuring that skilled workers already contributing to the province’s economy have a smoother pathway to permanent residence.
