Manitoba holds the fifth PNP draw & invites skilled workers, i.e., the Manitoba Provincial Nominee Program (MPNP) has conducted another immigration draw in 2026, inviting skilled workers to apply for provincial nomination.
On March 12, 2026, Manitoba held its latest draw under the Skilled Worker Stream. The province invited candidates who had previously received a direct invitation from the MPNP through one of its strategic recruitment initiatives.
Draw Results
Manitoba issued a total of 46 Letters of Advice to Apply (LAAs) in Expression of Interest Draw (EOI) #266.
The MPNP invited candidates through both the province’s Skilled Worker Stream pathways:
- Skilled Worker in Manitoba; and
- Skilled Worker Overseas.
To receive an invitation in this draw, candidates needed to indicate in their Expression of Interest (EOI) profile that they had been invited by Manitoba through a strategic recruitment initiative. Invitations were also issued to candidates connected to the ‘Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates.’
Among the invited candidates, the largest group came from the Employer Services recruitment initiative. This group received the highest number of invitations during the draw.
The distribution of invitations across recruitment initiatives is shown in the table below.
| Strategic Recruitment Initiative | Number Of LAAs Issued |
| Employer Services | 17 |
| Francophone Community | 12 |
| Ethnocultural Communities | 9 |
| Regional Communities | 6 |
| Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP)* | 2 |
The TPP was a special measure policy that IRCC enacted, wherein candidates of participating PNPs were able to nominate foreign nationals to receive an open work permit to extend their worker status and remain in Canada—Manitoba’s involvement with the policy formally ended in December of 2025.
Out of the 46 invitations issued in this draw, five were given to candidates who also had a valid Express Entry profile along with a job seeker validation code.
Fewer Invitations Compared To The Previous Draw
The number of invitations in this draw was lower compared to the previous one.
The earlier draw held on February 26 invited 72 candidates through the Skilled Worker Stream. This means that the March 12 draw issued 36 percent fewer invitations.
Despite the smaller number of invitations in this round, Manitoba has already invited a significant number of candidates this year. With this draw included, the province has issued a total of 249 Letters of Advice to Apply in 2026 so far.
Throughout 2026, Manitoba has mainly focused on inviting candidates through the Skilled Worker Stream. Many of these invitations have gone to individuals who were selected through strategic recruitment initiatives.
These initiatives allow Manitoba to identify candidates who match the province’s labour market needs and connect them with employers or communities that require workers.
Reasons A Candidate May Not Receive An Invitation
Some candidates may believe they met the requirements for the draw but still did not receive an invitation.
According to the MPNP, this can happen for several reasons.
If you believe your EOI met the selection requirements, but you didn’t receive an LAA, the MPNP explains it may be because:
- You indicated that you took an approved third-party English/French test, but did not provide a valid test number in your EOI, or the test results were expired; or
- You stated that you received an invitation to the MPNP under a strategic recruitment initiative, but the invitation number entered was not valid.
For each question in the EOI profile, the system provides help text explaining what information should be entered.
Candidates who believe an error may have occurred in their profile can review and update their Expression of Interest details. Correcting the information may allow them to be considered in future MPNP draws.
