Manitoba prioritizes select work permit holders for PR, i.e., the Manitoba Provincial Nominee Program (MPNP) confirmed that it will hold targeted draws for people who received Manitoba-specific work permits under the temporary public policy for Provincial Nominee Program candidates, also known as the TPP.
The province says all candidates who received a Manitoba Support Letter can expect to receive an invitation to apply (ITA) in a future draw.
The update was published on the MPNP’s official news webpage on May 1.
According to the province, invitations will be issued based on the date a Support Letter was approved.
At the moment, Manitoba is focusing on candidates whose Support Letters were approved between April 22 and June 30, 2025.
The invitations will be sent to the same email address originally used in the Support Letter application.
Candidates approved after June 30, 2025 are expected to receive more information from the MPNP later.
Important Information About TPP ITA Codes
Receiving an ITA from Manitoba does not automatically mean a candidate can use the TPP ITA code in their Expression of Interest (EOI) profile.
The province has listed several conditions that candidates must meet before they can claim the TPP ITA code.
These include:
- They currently hold a valid Manitoba-specific open work permit issued under the TPP
- Candidates who earlier received a Support Letter in 2025 but now hold a different work permit are not eligible
- They are working full-time in Manitoba and can show that the job is long term and expected to continue full-time
- They have worked continuously for a Manitoba employer for at least six months on a full-time basis
- For graduates from another province or territory, the minimum work period is one year
- They meet all qualifications required for their occupation
- This can include education, work experience, training, licensing, or certification requirements
- They can show enough English or French language ability to perform their work duties
- Their connection to Manitoba is stronger than any ties they may have to another province or territory
Well, candidates must also submit a settlement plan to Manitoba.
This plan should explain how they intend to live, work, and build long-term ties in the province as permanent residents.
The settlement plan may include details about career goals, family plans, or community connections.
Skilled Worker In Manitoba Requirements Still Apply
Besides the TPP conditions, candidates must also meet all requirements under the Skilled Worker in Manitoba pathway.
They must also make sure they are not affected by any program exclusions.
Some candidates may still qualify to use the TPP ITA code even if they do not fully meet the Skilled Worker in Manitoba pathway requirements.
This mainly applies to workers who completed the required six months or one year for out-of-province graduates, but not with their current employer.
In those cases, candidates may still proceed by submitting a new EOI under the Skilled Worker Overseas category.
The province says candidates in this situation should:
- Ensure their country of residence is listed as “Canada” in the EOI
- Enter the ITA code under Tab 2 – More Information
- Answer “Yes” to the question asking if they received an invitation under a strategic initiative directly from the MPNP
- Provide their unique invitation number
How Can TPP Work Permit Holders Contact Manitoba?
The MPNP has also shared instructions for workers who have questions about upcoming ITAs.
TPP work permit holders can contact the province through the official Contact Us Webform.
Applicants must choose the option:
“I am a support letter recipient under the 2024 or 2025 Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates and have questions.”
At this time, Manitoba says it is only responding to candidates whose Support Letters were approved before June 30, 2025.
The province will not respond to requests from individuals approved after that date for now.
Background On The Temporary Public Policy
The temporary public policy was introduced as a short-term measure to help provinces support open work permits for certain Provincial Nominee Program candidates.
The policy officially expired on December 31, 2025.
Manitoba accepted Support Letter applications under the program until December 15, 2025.
After that date, the online application form was closed to new submissions.
The latest update shows that Manitoba is continuing to focus on workers already living and working in the province. By prioritizing these candidates, the province hopes to support employers, fill labour needs, and help more workers transition to permanent residence.
