The Covid-19 has revealed the contribution of immigrants in the service to help the local residents in all the sectors of communities as well as the economy. The health-care system of Canadians truly depends upon Immigrants for their safety and good health. Other industries, like information technologies related companies and farmers and other products producing companies, also depend upon the newcomers to support the labour supply which is needed for the growth of the businesses and to create more chances of jobs and employment for Canadian citizens

The new plan for Immigration declared by Honourable Marco Mendicino will help to set the new targets to increase the immigration level in Canada and it will help the Canadian citizens to recover from the bad effects of COVID-19 on their lives. It will also prove helpful to recover as well as boost up the economic growth of Canada. 

Canada has continued its immigration process during the Covid-19 Pandemic. 

The Canadian government desired to decrease the disturbance in their immigration process so that they can keep welcoming the skilled workers and family class immigrants, temporary workers and Refugees. They also want to allow international students and common visitors to Canada but after imposing the travel restrictions due to Covid-19 they decided that only some new permanent residents can enter the country. 

COVID-19 has affected the process of arrivals of new permanent residents to Canada but the processing in immigration applications hopes that those candidates who did not enter Canada in 2020 should be able to enter the country when the Covid-19 situation improves. 

At the same time, Canada is issuing invitations to new Immigrants (skilled workers) through Express Entry and through Provincial Nominee Program. They also invite new Immigrants under Quebec’s immigration programs. Sponsorship applications for your spouse are also accepted by the Canadian government.

Canadian government wants to fill the gap of sufficient labour force that is a necessity of labour market gaps. According to the plan for 2021 to 2023 levels, Canadian authorities will move on the immigration processing by 1% rate of the total Canadian population. They target to increase the number of individuals with Canadian permanent residents about 411,000 in 2022 and 421,000 after that. 

While inviting the new immigrants, authorities of the Canadian government will follow all the necessary precautions and advice given by the health officials for health and safety purposes. They are conducting the health screening strictly at the borders of Canada. 

On the 30th of October, 2020, Canadian authorities finalised their Immigration Levels Plan for the years 2021 to 2023. Canada will target to invite almost 400,000 newcomers every year to maintain the living standards of Canadians. In the next 3 years, Canada has aimed to welcome about 1.2 million newcomers to the country. The Immigration, Refugees and Citizenship Canada IRCC federal department makes a new and better Immigration Levels Plan every year to guide the process. 

 2021-2023 Immigration Targets of Canada By Immigration Class:

  • Economic class Immigration target of 2021 to 2023 will be up to 232,500 to 249,500.
  • Family Class Immigrantion increased in 2021 to 2023 upto 103,500 to 104,500.
  • Refugee Immigration target in 2021 to 2023 will be up to 59,500 to 61,000.
  • Humanitarian Levels will increase up to 5,500 to 6,000.
  • The total increase in numbers for 2021 to 2023 will be 401,000 to 421,000.

The Immigration Programs included in this Immigration Levels Plan:

Federal Skilled Trades Class (FSTC):

Express Entry based, this program is for those foreign workers who are qualified in a skilled trade that fills the gap in the labour market of the Canadian economy. 

Federal Skilled Worker (FSW) Program:

It is an Express Entry based program for newcomers related to their educational qualifications, proficiency and language skills in English or French and other skills required to permanently settle economically in Canada. 

Canadian Experience Class (CEC):

This Express Entry Program stream welcomes interested foreign workers who have experience working in Canada or who recently completed their graduation from Canadian educational institutions. 

Atlantic Immigration Pilot Program (AIPP):

Through this program, well-known Atlantic employers can provide employment to skilled foreign workers or international students who have graduated. The employment offer is for work in the Atlantic Canada region which spans across the territories of Newfoundland and Labrador and the province of Prince Edward Island. 

Caregivers Program:

Canada hires eligible foreigners for the caring of children and old age people who require high medical needs can be the opportunity to be Canadian permanent residents. 

Federal Business:

Federal business class programs Provide the chance to foreigners to run new or their pre-existing businesses in Canada. 

Provincial Nominee Program (PNP):

This program provides a chance to provinces and Canadian territories participants to apply for permanent residence in Canada.

  • The Government of Canada Make plans to increase the numbers of immigrants in the next 3 years to fill the gap due to Covid-19 in 2020 and also aiming at increasing the economic growth of Canada about 60% by welcoming the Immigrants from the Economic Class and also focusing on new and innovative ideas for meeting the labour force’s needs in the country. 
  • They also planned to give digital makeovers to the immigration system in Canada which will help in the processing of immigration applications and reduce the effect of covid 19 too. 
  • They committed to Providing extra points to French-speaking individuals which can help to increase the progress of Francophone communities. 
  • Canadian government wants to welcome almost 500 refugees in the coming 2 years under the EMPP and also will provide help to the qualified refugees to be permanent residents in Canada. 
  • Want to Continue the welcoming of newcomers to Canada which can help to increase economic growth and recovery, according to 2021-2023 Immigration Levels Plans. 
  • They want to expand the pilot programs in which they will be able to welcome the skilled refugees to Canada. 
  • They will continue their support for family reunification. 
  • They continue their efforts for sectoral and regional programs. 
  • They want to offer new pathways to provide permanent residency to those persons who have given their services for healthcare and safety during the COVID-19 pandemic. 
  • They will continue their work for the protection of the health and safety of Canadian people, keep an eye on the management of the border that Canada shares with the United States and also handle the other entry ports of Canada. 
  • They will work for providing permanent residence and Canadian citizenship to temporary foreign workers. 
  • They will provide support and protection to the workers who are affected due to COVID-19 and work to manage for secure labour to complete the workforce gaps. 
  • They will continue their work to provide the permanent settlement of new Canadians and also provide them with the training of French-language. 

The plan of 2021–2023 for Immigration will help Canada to be one of the top destinations for talented and intellectual people in the world.
