Manitoba invited 1,140 Express Entry candidates in the PNP draw.

In 2021, Manitoba issued 6,139 invitations through its PNP draw to date, including the 1,140 invites of this new record-breaking draw.

On July 27, Manitoba set a new record through its immigration program. The province issued 1,140 invites to the Express Entry candidates for provincial nomination application.

Eligibility for Express Entry candidates under the Skilled Workers Overseas stream:

  • Total LAAs (Letter of Advice to Apply) issued: 1,140
  • Cut-off score: 557

This draw outnumbered the invites issued on June 28, when the province invited 1,017 Express Entry candidates through its PNP, called Manitoba Provincial Nominee Program (MPNP).

In this draw, Manitoba issued the invitation to apply (ITA) for provincial nomination to the candidates from the Skilled Workers Overseas stream. Candidates who have received the LAA from the province must:

  • Have previously submitted the profile with the province’s Expression of Interest (EOI) system.
  • Had a minimum of 557 EOI score.

To calculate this score, Manitoba’s EOI scoring matrix is used, which is different from the Comprehensive Ranking System (CRS) of the Express Entry. Also, candidates under this draw were not required to meet any CRS requirements.

Furthermore, if invited candidates secure a provincial nomination from Manitoba, they will be automatically rewarded 600 CRS points. However, this is not limited to Manitoba; all Express Entry-aligned PNP streams offer additional 600 CRS points to the candidates who obtain a provincial nomination, which instantly confirms their chances of receiving an Invitation to Apply (ITA) for permanent residence.

Introduction to Express Entry System.

Express Entry is the applications management system for PRs. It manages applications received through the three federal immigration programs mentioned below:

  • The Federal Skilled Trades Program (FSTP)
  • The Federal Skilled Workers Program (FSWP)
  • The Canadian Experience Class (CEC)

Candidates can skip the PNP and apply straight for a permanent residency ITA through the Express Entry system. However, obtaining a provincial nomination guarantees that the IRCC (Immigration, Refugees and Citizenship Canada) will issue an ITA to these candidates, as additional 600 CRS points are rewarded to candidates with a provincial nomination.

In the Express Entry system, after submission of the profile, candidates are ranked against each other based on the Comprehensive Ranking System (CRS), depending on various factors such as age, work experience, language skills, education, adaptability, and others. The IRCC holds regular Express Entry draws, and the applicants with the ranking figures are then issued an ITA.

To begin with the process of application for a provincial nomination to the Canadian province of Manitoba, candidates need to start with submitting their profile in the Express Entry pool.

Manitoba Immigration Programs

Manitoba offers multiple immigration programs aimed at attracting and bringing international talent. The government of Manitoba regulates immigration in the province through its PNP, called the Manitoba Provincial Nominee Program (MPNP). The Canadian provinces are not authorized to grant permanent residency to the candidates; however, they can support an application through a provincial nomination.

The applicants are required to register an EOI with the MPNP, showing their interest to settle in Manitoba in order to seek benefit from the provincial nomination. Thereafter, if the candidates meet the eligibility requirement, they will be issued an LAA by the provincial government through:

  • The Skilled Workers in Manitoba stream
  • The Skilled Workers Overseas category 

Under the above programs, Manitoba targets applicants who can fulfill the workforce requirements of the province. After registration of an EOI with the MPNP, the province will score the candidate’s profile out of 1000 points based on specified human capital factors, and the province prioritizes candidates with close connections to Manitoba. 

The applicants overseas must show connections to the province, such as:

  • Previous study/work experience,
  • Close family connections, or
  • Obtaining an invitation through a Strategic Recruitment Initiative of the province. 

Note: It is not required for candidates to be residing in Manitoba while applying to meet the eligibility.

Candidates are required to obtain a full-time employment offer from an employer in the province to be eligible to obtain an ITA under the Skilled Workers in Manitoba Category. Also, under the International Education Stream, students who have done their studies in the province can show they have the necessary abilities to meet the eligibility to secure an invitation.
